RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing receipts and appropriations in the PARD Gas Lease Capital Project Fund in the
amount of $100,000.00 for the East 1 It Street Bridge Improvements (City Project No. 100575); and
2. Authorize execution of a contract with Fort Worth Civil Constructors, LLC, in the amount of $836,554.59, for the construction of the East 1 st
Street Bridge Improvements.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the award of a construction contract with Fort Worth Civil
Constructors, LLC, in the amount of $836,554.59, for the construction of East 1 It Street Bridge Improvements (City Project No. 100575)
This project will provide a trail connection between the existing Gateway Park trail system and the existing Quanah Parker trail system. This
connection includes repurposing and repair of the old East 1 st Street vehicular bridge and replacement of its asphalt roadway approaches
with new concrete trail pavement.
On October 2, 2017 the City authorized an agreement with Jacobs Engineering Group, Inc. in the amount of $88,185.00 for preparation of
schematic design documents for East 1st Street Bridge and Arcadia Trail Connection Improvements (City Secretary Contract No. 49735)
On February 26, 2019 the City authorized an agreement with Jacobs Engineering Group, Inc. in the amount of $99,700.00 for preparation of
final design construction documents for East 1st Street Bridge Improvements (City Secretary Contract No. 51985)
On April 2, 2020 and April 9, 2020, the project was advertised in the Fort Worth Star -Telegram.

Base Bid improvements include: concrete structure cleaning, repair, and painting; ornamental metal railing/screen fabrication, repair, and
painting; old asphalt road removal; concrete trail construction; and grading and seeding.

Construction is anticipated to begin in July 2020. The contract time is 180 calendar days.
There are no additional annual maintenance costs associated with this project.
Funding for this project was included in the FY2020-2024 Capital Improvement Plan (CIP) as the project was initially funded in the General Gas
Lease Capital Project Fund. Additional funding in the amount of $100,000.00 is needed due to the amount of the lowest qualified base bid
received. The action in this M&C will update the FY2020-2024 CIP.
MWBE OFFICE: Fort Worth Civil Constructors, LLC, is in compliance with the City's BDE Ordinance by committing to 10% MBE participation.
The City's MBE goal on this project is 10%.
This project is located in the COUNCIL DISTRICT 4.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the PARD Gas Lease Capital Project Fund and upon approval of the above
recommendations and adoption of the attached appropriation ordinance, funds will be available in the PARD Gas Lease Capital Project and
General Gas Lease Capital Project (General Gas Lease Capital Prj) Funds Gateway Park to QPP Trail project to support the approval of the
above recommendation and award of the contract. Prior to an expenditure being incurred, the Park & Recreation Department has the
responsibility of verifying the availability of funds.
