Ratify application for and authorize acceptance of the American Library Association's Grow With Google grant in the amount up to $5,000.00 for workforce development resources and services; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the amount up to $5,000.00 upon receipt of the grant. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to ratify application for and authorize acceptance of a grant in an initial amount of $2,000.00 from the American Library Association's (ALA) Grow With Google Grant program, with the opportunity to be awarded an additional $3,000.00 based on evidence of effectiveness and impact of the programs implemented. The COVID-19 crisis has forced libraries to pivot into virtual services in lieu of face-to-face programming. Recognizing the critical role libraries play in supporting America's workforce, ALA's Libraries Lead with Digital Skills has expanded its initiative to offer public libraries an initial $2,000.00 award to provide virtual programming, outreach and education to address the digital skill gaps ofjobseekers, entrepreneurs, and small businesses. The Library will plan and host virtual workforce event(s) using the Grow with Google resources provided. The Library plans to use the funds to purchase equipment and materials needed to support its virtual workforce development program(s). The Library will submit an after -program recap back to ALA about the services provided and supporting metrics. Recap responses will be reviewed by ALA for the opportunity to receive the additional $3,000.00 award based on best practices. The Google Company is providing the funds to ALA for this program. This is a reimbursement grant with no requirement for cost sharing, matching funds, or cost participation. The grant will not include payment for employee salaries or benefits, therefore indirect costs are not applicable. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Operating Other Fund. The Library Department is responsible for requesting all reimbursements and the collection and deposit of funds due to the City. Prior to expenditures being incurred, the Library Department has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
