HomeMy WebLinkAboutOrdinance 16838-03-2006Ordinance No. 18838-03-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT Olw $1,984.86 AND THE SEWER CAPITAL PROJECT FUND 1N THE AMOUNT OF $14,555.68 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AMI=NDMENT N0.4 TO CITY SECRETARY CONTRACT NO. 31257 WITH PARSON WATER AND INFRASTRUCTURE, INC. TO PROVIDE ADDITEONAL ENGINEERING SI=RVICES; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments far Fiscal Year 2005-2008 in the Budget of the Gity Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amaun# of $1,984.86 and the Sewer Capital Project Fund in the amount of $14,555.fi8 from available funds for the purpose of funding Amendment No. 4 to City Secretary Contract No. 31257 with Parson Water and Infrastructure, Inc. to provide additional engineering services. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. i 6582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. ADOPTED AND EFFECTIVE: March 7. 2006 This ordinance shall take effect upon adoption. Authorize the transfer of $16,540.54 from the Water and Sewer Operating Fund to the Water Capital Projects Fund in the amount of $1,984.86 and Sewer Capita( Projects f=und in the amount of $14,555.68; 2. Adapt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $1,984.86 and the Sewer Capital Projects Fund in the amount of $14,555.68; and 3. Authorize the City Manager to execute Amendment No. 4 to City Secretary Contract No. 31257 with Parsons Water and Infrastructure, Inc., in the amount of $16,540.54 to provide additions! engineering services, thereby increasing the contract amount to $121,244.99. Subsequent amendments, if necessary, will be processed administratively up to a $25,000 total. DISCUSSION: On January 4, 2005 {M&C C-20470), the City Council authorized an engineering agreement with Parsons Water and Infrastructure, Inc., in the amount of $81,319.98 for Water and Sanitary Sewer Main Replacements on Throckmorton Street and 14th Street. The agreement was subsequently revised by three previous amendments totaling $23,384.47 as fellows: . Amendment No.1 (City Secretary No. 31943) in the amount of $3,205.00 and administratively approved by the City Manager on ,tune 14, 2005, provided for additional survey on the project; Amendment No. 2 (City Secretary No. 32224) in the amount of $10,132.98 and administratively approved by the City Manager on August 18, 2005, allowed for the preparation of alternate alignments far utilities and additional topographic survey an the project; and . Amendment No. 3 (City Secretary Na. 32908) in the amount of $10,046.49 and administratively approved by the City Manager on December 19, 2005, provided far additional subsurface exploratory excavation in order to ascertain fhe exact locations of existing conflicting utilities. Logname: 34PARSONSO4136 Page 1 of 2 Amendment Na. 4 will allow Parsons Water and Infrastructure, Inc., to develop a traffic control plan, coordinate with the City's other consultant for the storm drain, paving and traffic signal improvements, develop a plan to minimize disruption of water service to adjacent properties during construction of the water main and conduct additional exploratory excavation for the sewer main. Parsons Water and Infrastructure, Inc. proposes to provide the additions! design services far a fee of $16,540.54. Staff considers this amount to be fair and reasonable. The project is located in Council District 9, Mapsco 77A.
