Ratify Application for, and Authorize Acceptance of, if Awarded, the Strategies for Policing Innovation Grant Fiscal Year 2020 Program from the
United States Department of Justice, Office of Justice Programs and Bureau of Justice Assistance in an Amount Not to Exceed $700,000.00,
Authorize Execution of a Grant Agreement, Adopt Appropriation Ordinance, and Authorize the Addition of Two Overage Positions (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for, and authorize the acceptance of, if awarded, the Strategies for Policing Innovation grant for Fiscal Year 2020 from the
United States Department of Justice, Office of Justice Programs and Bureau of Justice Assistance in an amount not to exceed $700,000.00;
2. Authorize the execution of the Grant Agreement with the United States Department of Justice, Office of Justice Programs and Bureau of Justice
Assistance;
3. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the Grants Operating Federal Fund in an amount of
$700,000.00; and
4. Authorize the addition of two grant -funded overage positions, upon receipt of grant, for the duration of grant period.
DISCUSSION:
The Fort Worth Police Department (FWPD) applied for program funding in the amount not to exceed $700,000.00 in eligible grant expenses
including but not limited to personnel, fringe benefits, equipment, and contractual labor.
The goal of the United States Department of Justice Strategies for Policing Innovations (SPI) Grant Fiscal Year 2020 Program enables police
agencies to effectively use evidence -based practices, data, and technology. Recipients of funding under the FY 2020 SPI Program will "test
promising crime prevention, response, and reduction practices; build their capacity to analyze and use crime intelligence and data; implement and
test justice information -sharing technology; and establish a system for evaluating their effectiveness."
The City of Fort Worth applied for grant funds to assist improvements in crime analysis on gun -related violent crime. Based on grant receipt, two
temporary crime analyst positions and a research partnership will be added to existing efforts in the Compstat Division of the Police Department
to coordinate responses to these crimes. The goal is to decrease the time it takes to produce actionable data on gun -related crimes and increase
the number of interventions that are planned with real-time, proactive crime analysis. Positions added under this grant will be temporary, active
only during the 36-month term of the grant, and fully funded by the grant. This action requires authorization in order to create two new overage
positions. Supplanting requirements will not allow two existing positions to be moved this grant. The grant period is scheduled to be October 1,
2020 to September 30, 2023.
Matching funds are not required under the Program. The funding type is reimbursable. The grant includes indirect costs.
This Program will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: US
Department of Justice
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of
the attached Appropriation Ordinance, funds will be available in the current budget, as appropriated, of the Grants Operating Federal Fund. The
Police Department will be responsible for the collection and deposit of funds due to the City. The Police Department will be responsible for
verifying availability of funds before incurring any obligation. If awarded, the City will be paid on a reimbursement basis.
