HomeMy WebLinkAbout(0138) M&C 20-0500City of Fort Worth, Mayor and Texas Council Communication DATE: 08/04/20 M&C FILE NUMBER: M&C 20-0500 LOG NAME: 20HARMON ROAD IMPACT FEE APPROPRIATION SUBJECT Adopt Appropriation Ordinance in the Amount of $6,300,000.00 in the Transportation Impact Fee Capital Fund for the Harmon Road Project from US 81/287 to Golden Triangle Boulevard and Update the FY2020-2024 Capital Improvement Plan (2018 Bond Program) (COUNCIL DISTRICT 7) RECOMMENDATION: It is recommended that the City Council adopt the attached appropriation ordinance adjusting the receipts and appropriations in the Transportation Impact Fee Capital Fund by decreasing receipts in the Service Area C - Transp Imp Fees project (City Project No. UN9913) in the amount of $6,300,000.00 and increasing receipts and appropriations in the Harmon Road Project from US 81/287 to Golden Triangle Boulevard project (City Project No. 100459) by the same amount. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to adopt the attached appropriation ordinance to supplement existing funding in the Harmon Road project from US 81/287 to Golden Triangle Boulevard (City Project No. 100459) and to update the FY2020-2024 Capital Improvement Plan (CIP). Harmon Road, within this project's limits, is approximately 8700 linear feet in length and identified in the City's Master Thoroughfare Plan as a 4- lane neighborhood connector with sidewalks. The proposed project will improve the existing road by reconstruction of the existing two-lane Harmon Road to a four -lane, MTP arterial section from Golden Triangle to US 81/287. The project includes: roundabouts at Golden Triangle Boulevard, Heritage Trace Parkway and Presidio Vista Drive, and shared -use path, paving, and storm drain improvements. The existing roundabouts at US 287 north and south frontage roads will be improved. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. The preliminary cost estimate for the Harmon Road project is $35,700,000.00, with 2018 Bond Program funding previously appropriated in the amount of $18,000,000.00. The project is located within Transportation Impact Fee Service Area C (UN9913) and was identified as an impact fee eligible project in the most recent transportation impact fee study. The requested impact fee funding will cover the current budget gap in the project. After final payment on the construction contract and completion of the project, any residual funding will be reprogrammed to other eligible projects. Additional funding in the amount of $6,300,000.00 is needed due to increased right-of-way costs and to provide for construction contingencies. The action in this M&C will update the FY2020-2024 Capital Improvement Plan. This project is located in COUNCIL DISTRICT 7. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Service Area C - Transp Imp Fees project of the Transportation Impact Fee Capital Fund upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in theTransportation Impact Fee Capital Fund for the Harmon Road Project from US 81/287 to Golden Triangle Boulevard.
