With a quorum of the City Council Members present, Mayor Price called the Fort Worth
City Council Work Session to order at 3:04 p.m. on Tuesday, August 4, 2020, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

a. Changes to the City Council Agenda
M&C 20-0495 will be continued for 30 days to September 15, 2020.
M&Cs 20-0482 and 20-0516 will be withdrawn from consent for speakers.
M&C 20-0486 will be continued to August 11, 2020, for correction.

6. Presentation of Interim Report of Expert Panel on Police Reform - Dr. Theron
Bowman, The Bowman Group and Dr. Alejandro del Carmen, Delcarmen
Consulting
Dr. Theron Bowman and Dr. Alex Del Carmen provided the interim report from the
Police Department Expert Review Panel. The report covered Use of Force, Internal
Affairs and Community Oversight. The panel expects their work on this phase will take
an additional three months followed by a full report.
7. Presentation on COPS Hiring Program Grant - Chief Ed Kraus
Chief Kraus provided an overview of the COPS (Community Oriented Policing Services)
hiring program grant. Fort Worth will use the grant to backfill 13 patrol positions. The
CIty will provide matching funds from the CCPD budget. Positions will be filled starting
October 1, 2020, following the graduation of Class 147.
8. Presentation of the Recommended Fiscal Year 2021 Capital Budget - David
Cooke, City Manager
City Manager Cooke went over the Capital Budget and the tax rate for FY 21. The
recommended tax rate for FY 21 will be $0.7475. No change from FY 20.
9. City Council Requests for Future Agenda Items and/or Reports
Council Member Allen Gray requested a discussion on the Gun Violence program as part
of the CCPD budget discussions.
Council Member Bivens requested a report on gaps in development that are leaving trees
and quality development at risk.
There being no further business to come before the City Council Mayor Price adjourned
the meeting at 6:25 p.m.
