HomeMy WebLinkAbout(0010) M&C 20-0529City of Fort Worth, Texas Mayor and Council Communication DATE: 08/11/20 M&C FILE NUMBER: M&C 20-0529 LOG NAME: 20ON-CALL TPW & NEIGHBORHOOD SAFETY CONTRACT - EARTC SUBJECT Authorize Execution of a Unit Price Contract with EAR Telecommunications, Inc. dba EARTC in an Amount Not to Exceed $4,500,000.00 for Task Order Construction Services for the Installation of Projects Relating to Traffic Management, Street Light Improvements, Sidewalks and Sidewalk Ramps Along with School Zone Flashing Beacons, with Two Renewal Options (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize the execution of a unit price contract with EAR Telecommunications, Inc. dba EARTC in an amount not to exceed $4,500,000.00 for task order construction services for the installation of projects relating to traffic management, street light improvements, sidewalks and sidewalk ramps along with school zone flashing beacons, with two options for renewal. DISCUSSION: This contract will provide for construction services on an as -needed (task order) basis for the construction of projects related to traffic management, street light improvements, sidewalks and sidewalk ramps along with school zone flashing beacons within the City limits of Fort Worth. The contract amount is capped at $4,500,000.00. The initial contract term is one year and may be renewed up to two (2) additional terms upon the earlier expiration of contract time or funds under the same terms, conditions, and unit prices. The project was bid in a low bid format to determine unit prices to be paid when task orders are issued. Notice of bids was published in the Fort Worth Star -Telegram on April 23 and April 30, 2020. On June 4, 2020, three companies submitted the following bids: CONTRACTOR BID EARTC $1,586,018.00 Siemens $1,898,281.00 Durable Specialties, Inc. $2,074,040.00 The unit prices were compared to other similar projects and were determined to be fair and competitive. Task orders will be paid at the established unit prices. Projects identified initially include: signal reconstruction at Sycamore School Road at Hawkwood Trail/Wagonwheel Road; 2900 Block Hulen Street; and East Berry Street and Mississippi Avenue. EAR Telecommunications LLC is in compliance with the City's BDE Ordinance by committing to MBE participation on this project. The City's MBE goal on this project is 5%. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current operating and capital budgets, as previously appropriated, in the participating departments' Operating and Capital funds to support the approval of the above recommendation and award of the contract. Prior to any expenditure being incurred, the participating departments have the responsibility to validate the availability of funds.
