HomeMy WebLinkAbout(0077) M&C 20-0542City of Fort Worth, Mayor and DATE: 08/11 /20 Texas Council Communication LOG NAME: 602019WSMC-JACKSON SUBJECT M&C FILE NUMBER: M&C 20-0542 Authorize Execution of a Contract with Jackson Construction, Ltd., in the Amount of $4,510,656.00, for the 2019 Water Line and Sanitary Sewer Replacement WSM-C Project, and Adopt Appropriation Ordinances (COUNCIL DISTRICTS 2 and 7) RECOMMENDATION: It is recommended that the City Council: 1. Authorize execution of a contract with Jackson Construction, Ltd., in the amount of $4,510,656.00, for the 2019 Water Line & Sanitary Sewer Replacement WSM-C project; 2. Adopt the attached Appropriation Ordinance adjusting receipts and appropriations in the Water Capital Fund by increasing receipts and appropriations in the 2019 Water Line & Sanitary Sewer Replacement WSM-C project in the amount of $4,950,951.00, and by decreasing receipts and appropriations in the Unspecified project by the same amount; and 3. Adopt the attached Appropriation Ordinance adjusting receipts and appropriations in the Sewer Capital Legacy Fund by increasing receipts and appropriations in the 2019 Water Line & Sanitary Sewer Replacement WSM-C project (City Project No. 102170) in the amount of $193,216.00, and by decreasing receipts and appropriations in the Unspecified project (City Project No. UNSPEC) by the same amount. DISCUSSION: This Mayor and Council Communication is to authorize a construction contract for the replacement of deteriorated water and/or sanitary sewer mains as indicated on the following streets: Street IlFrom 711TO Scope of Work N.W. 27th Street Long Avenue Robinson Street Water/Sewer Azle Avenue Imacie Avenue IRobinson Street Water Columbus Avenue Westwood Avenue JAvenue N.W. 20th Street Sherwood IN.W. 22nd Street Edgefield Road Water Water Sunset Lane JAthenia Drive IScott Road lwater Loving Avenue N.W. 26th Street IN.W. 28th Street Water In conjunction with replacement of the water mains, all connecting lead service lines will be removed and replaced. There are a total of 78 identified lead service lines that will be replaced as part of this contract. Additionally, asphalt pavement rehabilitation will be conducted on all six streets, subsequent to the water and sanitary sewer main replacement. The project was advertised for bids on May 28 and June 4, 2020 in the Fort Worth Star -Telegram. On June 25, 2020, the following bids were received: Bidder JAmount Time of Completion Jackson Construction, Ltd. 11 $4,510,656.00 400 Calendar Days Woody Contractors, Inc. $4,513,309.50 Belt Construction of Texas $4,635,405.00 Gra-Tex Utilities, Inc. $4,868,714.80 In addition to the contract amount, $488,082.50 (Water: $453,722.50; Sewer: $34,360.00) is required for project management, material testing and inspection, and $145,428.50 (Water: $130,987.50; Sewer: $14,441.00) is provided for project contingencies. The sanitary sewer component of this project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. This project will have no impact on the Water Department's operating budget when completed. Construction is expected to start in September 2020 and be completed by November 2021. Office of Business Diversity: Jackson Construction, Ltd., is in compliance with the City's BDE Ordinance by committing to three percent MBE participation and documenting good faith effort. Jackson Construction, Ltd. identified several subcontracting and supplier opportunities. However, the firms contacted in the areas identified did not respond or did not submit the lowest bids. The City's MBE goal on this project is six percent. The project is located in COUNCIL DISTRICTS 2 and 7. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Unspecified project within the Water Capital and Sewer Capital Legacy funds and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Water Capital and Sewer Capital Legacy funds for the 2019 WSM-C project to support the approval of the above recommendations and execution of the contract.
