AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $462,662.11,
SUBJECT TO RECEIPT OF THE FISCAL YEAR 2013 COMPREHENSIVE
SELECTIVE TRAFFIC ENFORCEMENT PROGRAM AND COMMERCIAL MOTOR
VEHICLE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM GRANTS FROM
THE TEXAS DEPARTMENT OF TRANSPORTATION, FOR THE PURPOSE OF
FUNDING THE FISCAL YEAR 2013 SELECTIVE TRAFFIC ENFORCEMENT
PROGRAMS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012 -2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $462,662.11, subject to receipt of the Fiscal Year 2013 Comprehensive Selective
Traffic Enforcement Program and Commercial Motor Vehicle Selective Traffic Enforcement Program
Grants from the Texas Department of Transportation, for the purpose of funding the Fiscal Year 2013
Selective Traffic Enforcement Programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 20411 -09 -2012 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

in Matching Funds, Authorize Execution of Related Grant Agreements and Adopt Appropriation Ordinance
RECOMMENDATION: (ALL COUNCIL DISTRICTS)
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation rdi nueincreasingmppnopriotionsintheFedena\
Awarded Assets Fund in the amount of $174,338.70 and decreasing the assigned fund balance by the
same amount;
2. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2013
Comprehensive Selective Traffic Enforcement Program grant in the amount of $242.82522 and the Fiscal
Year 2013 Commercial Motor Vehicle Selective Traffic Enforcement Program grant in the amount of
$45.4A8.1S' both from the Texas Department ofTransportation;
3. Authorize the execution of contracts with the Texas Department of Transportation for the grants;
4. Authorize the transfer in the amount of $174,338.70 from the Federal Awarded Assets Fund to the
Grants Fund for the City's match requirement for the grants; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations inthe
Grants Fund in the amount of $462,662.11, subject to receipt of the Fiscal Year 2013 Comprehensive
Selective Traffic Enforcement Program and the Commercial Motor Vehicle Selective Traffic Enforcement
Program grants.
The Texas Department ofTnsnapnrtabon(TxDOT) ondthe Selective Traffic Enforcement Program (STEP)
grants are aimed at reducing the number ofmotor vehicle crmahes, injuries and fatalities. In preparation for
potential grant funding from TxDOT in Fiscal Year 2013, the Police Department has submitted two grant
proposals to implement increased enforcement of traffic safety related laws and to increase public
education about traffic safety issues. The Police Department has participated in the STEP grant programs
for several years now.
The Comprehensive STEP grant activities include speed, seatbelt, DWI and intersection traffic control

enforcement. The total proposed grant with matching funds is in the amount of $390,922.32. Funds in the
amount of $372,263.76 are budgeted for overtime and associated fringe benefits for an estimated 5,625
enforcement hours and an additional amount of $1O.781.O2is budgeted for overtime hours and fringe
benefits for administrating the grant. Funds in the amount of $3,876.74 are budgeted for 60 hours of
overtime, along with associated benefits, towork public information and education events, while the
amount of $4,000.00 is budgeted for public information and education materials.
The Commercial Motor Vehicle STEP grant activities include enforcement related to commercial motor
vehicles. The h>ha| proposed grant with matching funds is in the amount of $71.739.79. Funds in the
amount of$65.518.87are budgeted for overtime and fringe benefits for approximately 053enforcement
hours under the grant and an additional amount of $5,222.92 is budgeted for overtime hours and fringe
benefits required for administrating the grant. Additionally, the amount of $1,000.00 is budgeted for public
information and education materials.
CERTIFICATION: FISCAL INFORMATION /
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinances, funds will be available in the
current operating budget, as appropriated, of the Federal Awarded Assets Fund and the Grants Fund.
