Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:00 p.m. on Tuesday, August 11, 2020, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Changes to the City Council Agenda M&C 20-0550 (CCPD) will be removed from the Consent Agenda for a speaker. Resolution 20-0886 (TTI) will be withdrawn completely. M&C 20-0522 - the address in the discussion will be corrected when it is called. M&Cs 20-0524 and 20-0535 will be continued to September 15, 2020. Informal Reports 20-10457 M&C 20-0482 Authorize a Contract with American Facility Services for Janitorial Services for an Estimated Annual Amount Up to $5,000,000 for the City of Fort Worth with Four Annual Renewal Options - Cynthia Garcia 20-10458 Submission of 2020 Certified Appraisal Roll and Certified Collection Rate - Terry Hanson 20-10459 Submission of 2020 No -New -Revenue and Voter Approval Tax Rates - Terry Hanson 20-10460 Update on Expansion of Fort Worth Public Improvement District #18 - Tourism Expansion - Reginald Zeno 2. Current Agenda Items - City Council Members Deputy City Manager Jay Chapa provided the Council with the schedule for the adoption of the CCPD budget beginning with the funding application that is on the agenda tonight. It will be followed by a CCPD meeting on August 18, 2020, with a presentation and public hearing on the proposed budget followed by a public hearing with the council in September. Assistant City Manager Fernando Costa gave a presentation on M&C 20-0518 - COVID vulnerable permanent supportive housing. Council suggested changes and Law will have motion language for the meeting. Presentation of Employee Leave Study - Brian Dickerson, Human Resources Brian Dickerson, Director of Human Resources provided information on proposed changes to employee leave. The changes are designed to make the leave structure simple to understand, simple to administer, provides employees with adequate financial protection, competitive and sustainable. 5. Presentation on the Recommended Fiscal Year 2021 Operating Budget - David Cooke, City Manager City Manager David Cooke presented the FY 2021 Operating Budget. The tax rate is proposed at $0.7475% - no change from last year. He gave an overview of revenues and expenses in all funds, The first budget work session will be August 20 and 21, 2020. 6. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan - IR on the Nutria and Egret issues and on Alarm Permits and how people are notified when their permit is up for renewal. Council Member Moon - operations of the City/financial management of the City.
