HomeMy WebLinkAbout(0019) M&C 20-0646City of Fort Worth, Mayor and Texas Council Communication DATE: 09/15/20 M&C FILE NUMBER: M&C 20-0646 LOG NAME: 13FWPA PUBLIC ART CAPITAL PROJECTS SUBJECT (ALL) Authorize Separation of Fort Worth Public Art Projects from Three (3) Capital Construction Projects in the City's Financial System to Facilitate Project Close-out RECOMMENDATION: It is recommended that the City Council approve separating the public art projects from three (3) capital construction projects in the City's financial system to facilitate project close-out, reducing existing receipts and appropriations from capital construction projects with active public art projects, and increasing receipts and appropriations in separate Fort Worth Public Art projects. DISCUSSION: The purpose of this M&C is to authorize separation of three (3) public art projects, managed by the Arts Council of Fort Worth (ACFW) as part of the Fort Worth Public Art (Public Art) Program, from capital construction projects, moving the art component, including all receipts, appropriations, and expenditures, out of the capital construction projects to new, distinct projects in the City's financial system. The actual public art projects are not moving from their geographic locations. In 2001, City Council adopted an ordinance that established the Fort Worth Public Art Program and set forth that 2% of bond proceeds would be set aside for public art projects associated with capital construction projects included in the same bond program and proposition. Within the City's financial system, Public Art was given its own activity code that was embedded into the related capital construction project. Since the associated capital construction projects are complete, staff would like to separate three (3) active Public Art projects, by creating new projects for the public art projects and moving existing receipts, appropriations and expenditures to the new projects. This will allow departments with completed capital construction projects to fully balance and close the projects, while ACFW works to complete the associated public art projects. The staff at the ACFW ensures that the bond spending requirements will continue to be met. The listed capital construction projects are located in COUNCIL DISTRICTS 6, 7 and 8. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
