Authorize the execution of an Artwork Commission Contract with Joe Barrington in an amount up to $81,197.00 for fabrication, delivery, installation and contingencies for artwork at Fire Station 45; and 2. Find that the use of the funds for public art for this project complies with the voted purpose of the bond funds. DISCUSSION: Cowtown Dalmatian is a larger -than -life stainless -steel Longhorn steer with bronze spots, playfully mixing the icon of Fort Worth with the historic icon of fire stations. Mimicking the markings of a Dalmatian dog, the specks and spots are representative of the people in the area these firefighters protect. The sculpture is positioned facing downtown Fort Worth and the historic Stockyards as an homage to the City. Inspired by a micro -residency with the Fort Worth Fire Department, and in recognition of firefighters' 24/7 commitment to service, the Longhorn's front hooves stand atop a native limestone rock as he looks out watchfully. With a helmet hung on the animal's right horn, the artwork serves as a reminder of the sacrifices each firefighter makes for their community. The sculpture will be approximately ten (10) feet in length by six (6) feet in width by nine (9) feet in height. Directional LED lighting near the front hooves of the animal will provide a warm glow at night. On December 19, 2019, Joe Barrington was placed under a Final Design Agreement (City Secretary Contract No. 53295) in the amount of up to $8,438.00. Fort Worth Art Commission (FWAC) Action: On August 10, 2020, the FWAC approved the Final Design by Joe Barrington and recommended that he be placed under an Artwork Commission Contract. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. Funding for the project was approved as part of the Public Art Plan for the 2018 Bond Program, Proposition D, adopted by the Fort Worth City Council on November 6, 2018 (M&C G-19401). The project was included in the Fort Worth Public Art Fiscal Year 2020 Annual Work Plan, adopted by the Fort Worth City Council on April 7, 2020 (M&C 20-0204). Mayor Pro Tern Dennis Shingleton concurs with the Art Commission's recommendation to commission Joe Barrington to fabricate, deliver, and install artwork at Fire Station 45. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond Program Fund for the FWPA Fire Station 45 project to support the approval of the above recommendations and execution of the commission.
