HomeMy WebLinkAboutOrdinance 16847-03-2006Ordinance No. 16847-03-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $45,007.27 AVAILABLE FROM YEAR 2005 AFTER~SCHOOL SNACK PROGRAM AND SUMMER FOOD SERVICE PROGRAM EXCESS FUNDS FOR THE PURPOSE OF OFFSETTING STARTUP PROGRAM COSTS INITIALLY CHARGED TO THE SPECIAL TRUST FUND, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES W CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2005 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $45,007.27 available from Year 2005 After-School Snack program and Summer Service program excess funds for the purpose of offsetting startup oasts initially charged to the Special Trust Fund. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, apininn or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shad be and remain in full force and effect- SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Snack Program and Summer Food Service Program Excess Funds to the Special Trust Fund RECOMMENDATION: It is recommended that the City Council: 1. Authorize the transfer of $45,007.27 firom the Grants Fund to the Special Trust Fund; and 2. Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Special Trust Fund by $45,007.27 available from Year 2005 after School Snack Program and Summer Faod Service Program Excess Funds. DISCUSSION: On August 10, 2004, {M&C C-20207) the City Council approved a request to apply for funding from the Health and Human Services Commission {HHSC} to provide snacks for youth participating in the after school programs offered by the Parks and Community Services Department during the 2004-2005 school year. The program served 59,697 snacks and received a $34,752.30 fee for service from HHSC. Operational and administrative costs charged to the program were $34,680.78, which resulted in surplus of $71.52. On April 5,2005, (M&C C-20636) the City Council approved a request to apply for funding from HHSC to provide lunches and snacks to youth from June 6, 2005 through August 12, 20D5 when school is not in session. The program served 139,657 lunches and 152,153 snacks and received a $487,208.4(3 fee for service from HHSC. Operational and administrative costs charged to the program were $442,272.65, which resulted in surplus of $44,935.75. HHSC has approved the use of these surplus funds to offset startup program costs {salaries, supplies, travel and training) for next year's program.
