(CD 4) Authorize the Use of Transportation Impact Fee Captial Funds in the Amount of $700,000.00 for the Beach Street and Basswood
Boulevard Intersection Improvements, Adopt Appropriation Ordinances, and Update the FY2021-2025 Capital Improvement Plan (2018 Bond
Program)
RECOMMENDATION:
It is recommended that the City Council authorize:
1. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Beach Street and Basswood Boulevard Intersection
Improvements Project (City Project 101582) in the amount of $350,000.00 from available funds within the Transportation Impact Fee Capital Fund,
reducing the balance in the Service Area D project (City Project No. UN9914) by the same amount; and
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Beach Street and Basswood Boulevard Intersection
Improvements Project (City Project 101582) in the amount of $350,000.00 from available funds within the Transportation Impact Fee Capital Fund,
reducing the balance in the Service Area F project (City Project No. UN9916) by the same amount.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt the attached appropriation ordinances to supplement existing funding
for the Beach Street and Basswood Boulevard Project (City Project No. 101582) and to update the FY 2021-2025 Capital Improvement Plan
(CIP).
The proposed project will improve the performance of the intersection. Upgrading traffic signals and modifying the left turn lanes to improve
vehicle capacity will enhance the level of service and sight distance at the intersection. The limits of the project is approximately 400 feet in every
direction from the intersection of Beach Street and Basswood Boulevard.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
The preliminary cost estimate for the Beach Street and Basswood Boulevard project is $2,500,000.00, with 2018 Bond Program funding
previously appropriated in the amount of $1,720,000.00. The project is located within Transportation Impact Fee Service Areas D & F and is
identified as an impact fee eligible project in the most recent transportation impact fee study. The requested impact fee funding will cover the
current budget gap due in the project. After final payment on the construction contract and completion of the project, any residual funding will be
reprogrammed to other eligible projects.
Funding for this project was included in the FY2021-2025 Capital Improvement Plan in the amount of $1,720,000.00. Additional funding in the
amount of $700,000.00 is needed due to original budget shortfall. The action in this M&C will update the FY2021-2025 Capital Improvement Plan.
Transportation Impact Fee Funding for this project was not included in the FY2021-2025 Capital Improvement Plan. Due to a mid -year focus to
program and spend available and eligible Transportation Impact Fees, the action in this M&C will update the FY2021-2025 Capital Improvement
Plan.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will
be available in the Transportation Impact Fee Capital (Trans Impact Fee Cap) Fund for the Beach Street and Basswood Boulevard project. Prior
to an expenditure being incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
