(CD 8) Authorize the Use of Funds within the Transportation Impact Fee Capital Legacy Fund and the Transportation Impact Fee Capital Fund in
the Amount of $917,000.00 for the Altamesa Blvd and Crowley Rd Intersection Improvements, Adopt Appropriation Ordinances and Update the
FY2021-2025 Capital Improvement Plan (2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the Use of Funds within the Transportation Impact Fee Capital Legacy Fund and the Transportation Impact Fee Capital Fund in the
Amount of $917,000.00 for the Altamesa Blvd and Crowley Rd Intersection Improvements;
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Altamesa Blvd and Crowley Rd Intersection
Improvements project (City Project No. 101579) in the amount of $458,000.00 from available funds in the Transportation Impact Fee Capital
Fund, reducing the balance in the Revenue - Service Area X Transportation Impact Fees project (City Project No. UN9926) by the same
amount; and
3. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Altamesa Blvd and Crowley Rd Intersection
Improvements project in the amount of $458,000.00 from available funds in the Transportation Impact Fee Capital Legacy Fund, reducing the
balance in the Revenue - Service Area Y Transportation Impact Fees project (City Project No. UN9927) by the same amount.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the use of funds and adopt the attached appropriation ordinances to
supplement existing funding in the Altamesa Blvd and Crowley Rd Intersection project (City Project No. 101579) with additional Transportation
Impact Fee Funds and to update the FY2021-2025 Capital Improvement Plan (CIP).
The proposed project will enhance the safety of the existing intersection of Altamesa Blvd and Crowley Road by constructing new left turn lanes for
Altamesa eastbound and Crowley Road northbound traffic and upgrading signals at the intersection.
This project is located within the Transportation Impact Fee Service Areas X/Y and was identified as impact fee eligible in the most recent
transportation impact fee study. The additional impact fee funding will supplement existing funding for the project to be completed.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
Transportation Impact Fee funding for this project was not included in the FY2021-2025 Capital Improvement Plan. Due to a mid -year focus to
program and spend available and eligible Transportation Impact Fees, the action in this M&C will update the FY2021-2025 Capital Improvement
Plan.

The Altamesa and Crowley project is in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the REVENUE- SA X -Transp Imp Fees project within the Transportation
Impact Fee Cap Fund and REVENUE- SA Y -Transp Imp Fees project within the Trans Impact Fee Cap Legacy Fund and upon approval of the
above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Transportation Impact Fee Cap
Fund and Trans Impact Fee Cap Legacy Fund for the Alta Mesa Blvd & Crowley Rd project. Prior to an expenditure being incurred,
the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
