Authorize Use of Funds in the Amount of $538,000.00 in the Transportation Impact Fee Capital Legacy and Transportation Impact Fee Capital Funds for Cooks Lane and Ederville Road Intersection Improvements, 2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Cooks Lane and Ederville Road Intersection Improvements project (City Project No. 101868) in the amount of $164,645.02 from available funds in the Transportation Impact Fee Capital Fund, reducing the balance in the REVENUE - SA O - Trans Imp Fees project (City Project No. UN9921) by the same amount; and 3. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Cooks Lane and Ederville Road Intersection Improvements project (City Project No. 101868) in the amount of $373,354.98 from available funds in the Transportation Impact Fee Capital Legacy Fund, reducing the balance in the REVENUE - SA O - Trans Imp Fees project (City Project No. UN9921) by the same amount. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the use of funds and adopt the attached appropriation ordinances to supplement existing funding in the Cooks Lane and Ederville Intersection Improvements project (City Project No. 101868) and to update the FY2021-2025 Capital Improvement Plan (CIP). The Cooks Lane and Ederville Road intersection is currently a four-way stop intersection. The proposed project will fully signalize the intersection, modify the existing medians to provide better sightlines for the left turn lanes and provide Americans with Disabilities Act (ADA) conforming controlled crosswalks. This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. The project is located within Transportation Impact Fee Service Area O and was identified as an impact fee eligible project in the most recent transportation impact fee study. The requested impact fee funds will provide the funds needed to complete the project. Transportation Impact Fee funding for this project was not included in the FY2021-2025 Capital Improvement Plan. Due to a mid -year focus to program and spend available and eligible Transportation Impact Fees, the action in this M&C will update the FY2021-2025 Capital Improvement Plan. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the REVENUE- SA O-Transp Imp Fees project within the Transportation Impact Fee Cap and Trans Impact Fee Cap Legacy Funds and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Transportation Impact Fee Cap and Trans Impact Fee Cap Legacy Funds for the Cooks and Ederville Signal Imp project.
