HomeMy WebLinkAbout(0021) M&C 20-0757City of Fort Worth, Mayor and Texas Council Communication DATE: 10/20/20 M&C FILE NUMBER: M&C 20-0757 LOG NAME: 20MCCART AVE AND ALTAMESA BLVD IMPACT FEE APPROPRIATION SUBJECT (CD 6) Authorize the Use in the Amount of $281,053.24 Each in the Transportation Impact Fee Capital Legacy Fund and the Transportation Impact Fee Capital Fund Totaling $562,106.48 for the McCart Avenue and Altamesa Boulevard Intersection Improvements, Adopt Appropriation Ordinances and Update the FY2020-2024 Capital Improvement Plan (2018 Bond Program) RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached appropriation ordinance increasing receipts and appropriations in the McCart Avenue and Altamesa Boulevard Intersection Improvements project (City Project No. 101572) in the amount of $281,053.24 from available funds within the Transportation Impact Fee Capital Legacy Fund, reducing the balance in the Service Area W-Transportation Impact Fees Project (City Project No. UN9925) by the same amount; and 2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the McCart Avenue and Altamesa Boulevard Intersection Improvements project (City Project No. 101572) in the amount of $281,053.24 from available funds within the Transportation Impact Fee Capital Fund, reducing the balance in the Service Area Y project (City Project No. UN9927) by the same amount. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to supplement existing funding for the McCart Avenue and Altamesa Boulevard Project (City Project No. 101572) and to update the FY2020-2024 Capital Improvement Plan (CIP). This intersection was included in the 2018 Bond program to perform operational and pedestrian improvements. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council. The project is located within Transportation Impact Fee Service Areas W & Y and was identified as an impact fee eligible intersection improvements project in the most recent transportation impact fee study. The requested impact fee funding will cover additional construction cost from identified scope additions (i.e. addition of second left turn lane northbound on McCart Avenue, etc.) to this Highway Safety Improvement Project (HSIP). Transportation Impact Fee Funding for this project was not included in the FY2020-2024 Capital Improvement Plan. Due to a mid -year focus to program and spend available and eligible Transportation Impact Fees, the action in this M&C will update the FY2020-2024 Capital Improvement Plan. Due to a mid -year focus to program and spend available and eligible Transportation Impact Fees, the action in this M&C will update the FY2020-2024 Capital Improvement Plan. The McCart Avenue and Altamesa Boulevard project is located in COUNCIL DISTRICT 6. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies funds are currently available in the REVENUE- SA W -Transp Imp Fees project within the Trans Impact Fee Cap Legacy Fund and in the REVENUE- SA Y -Transp Imp Fees project within the Transportation Impact Fee Cap Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Trans Impact Fee Cap Legacy Fund and the Transportation Impact Fee Cap Fund for the McCart Ave & Altamesa Blvd. project. Prior to an expenditure being incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
