HomeMy WebLinkAbout(0034) M&C 20-0743City of Fort Worth, Texas Mayor and Council Communication DATE: 10/20/20 M&C FILE NUMBER: M&C 20-0743 LOG NAME: 14CSC TORLINCAS12020 SUBJECT (ALL) Authorize Confirmation of the Reappointment of Ricky Torlincasi as a Member of the City of Fort Worth Firefighters' and Police Officers' Civil Service Commission for a Three -Year Term Expiring on October 1, 2023 RECOMMENDATION: It is recommended that the City Council authorize the confirmation of the reappointment of Ricky Torlincasi as a member of the City of Fort Worth Firefighters' and Police Officers' Civil Service Commission for a three-year term expiring on October 1, 2023. DISCUSSION: The City Manager is authorized to appoint, with the consent of the City Council, members of the City of Fort Worth Firefighters' and Police Officers' Civil Service Commission. The term of office of each Commissioner shall be for three years or until a successor is appointed, confirmed and qualified. Ricky Torlincasi was first appointed as a member of the Firefighters' and Police Officers' Civil Service Commission on August 25, 2015, to fill the expired term of Delonia Watson (M&C G-18543) and reappointed on October 17, 2017 (M&C G-19131). Mr. Torlincasi was also assigned to Place 1 of the Civil Service Commission on December 3, 2019 (M&C 19-0344). In accordance with the provisions of Chapter 143, State of Texas Local Government Code, the City Manager is requesting the reappointment of Torlincasi as a member of the Firefighters' and Police Officers' Civil Service Commission. The reappointment must be confirmed by the City Council. Mr. Torlincasi is a native of the City of Fort Worth, graduated from Texas Christian University and received his law degree from Texas A& M University School of Law f/k/a Texas Wesleyan School of Law. He currently serves as general counsel of Blackbeard Operating, LLC a private - equity -backed oil and gas company headquartered in Fort Worth. Mr. Torlincasi worked earlier in his career for international and large Texas - based law firms, and while in law school, clerked for the Department of Justice and the U.S. Attorney's Office for the Northern District of Texas. Apart from his professional work, he devotes his time and resources to serving the local community, including providing pro bono legal services and serving in various capacities as a member of local and state bar and trade associations. Ricky Torlincasi resides in COUNCIL DISTRICT 3. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
