Authorize the acceptance of a monetary donation in the amount of $5,080.00 from the West Meadowbrook Neighborhood Association for the Reby Cary Park project (City Project No. 102167); 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $5,080.00 in the Special Donations Capital Projects Fund; and 3. Amend the Fiscal Year 2020 Capital Improvement Plan by increasing funding in the Reby Cary Park project by $5,080.00 DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to accept a $5,080.00 monetary donation from the West Meadowbrook Neighborhood Association and to appropriate the $5,080.00 into the Special Donation Capital Projects Fund for the purpose of funding park development at Reby Cary Park (City Project No. 102167). On August 6, 2019, the City Council authorized the appropriation of $300,000.00 for the design and development of Reby Cary Park (M&C 19- 0020). This park is being developed on surplus property adjacent to Reby Cary Youth Library at 3851 East Lancaster. The park and the library are being constructed under the same contract. The park facilities will include a playground, a swing structure and a picnic shelter. The library and park are scheduled to be completed in June 2021. In July 2020, a representative of the West Meadowbrook NA contacted the Park & Recreation Department (PARD) to discuss donating funding for the purchase of amenities for the Reby Cary Park project. Upon the review of the park plan, the West Meadowbrook NA proposed to make a donation of $5,080.00 for the purchase and installation of two benches and two picnic tables. On August 26, 2020, the Park & Recreation Advisory Board endorsed the acceptance of this donation from the West Meadowbrook Neighborhood Association. This additional appropriation for this project was not included in the Fiscal Year (FY) 2020 Capital Improvement Plan (CIP), due to an unanticipated donation by the West Meadowbrook Neighborhood Association. The action in this M&C will update the FY2020 CIP. Reby Cary Park is located in COUNCIL DISTRICT 8. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be deposited into the Special Donations Cap Projects fund for the Reby Cary Park project. The Park & Recreation Department (and Financial Management Services) is responsible for the collection and deposit of funds due to the City. Prior to any expense being incurred, the Park & Recreation Department will also have the responsibility to validate the availability of funds. Submitted for City Manager's Office by.
