AUTHORIZING APPLICATION FOR DEFENSE ECONOMIC ADJUSTMENT ASSISTANCE GRANT AND COMMITTING $1.2 MILLION IN CITY MATCHING FUNDS WHEREAS the Naval Air Station Joint Reserve Base Fort Worth (NASJRB) is proposing to consolidate the locations of its Fleet and Family Support Center, which supports Fort Worth's military families, and the Navy College Program, which is open to students from the general public; and WHEREAS the consolidation will better serve Fort Worth military families, residents, and veterans by providing improved space for programs that enhance quality of life, family resiliency, and educational opportunities; and WHEREAS NASJRB has identified a 17,000 square foot vacant structure on base ("service building") to renovate for the combined services at an estimated cost of $7.4 million; and WHEREAS the City of Fort Worth (City) is a defense community as defined in Texas Local Government Code 397.001 and is eligible to apply for the Defense Economic Assistance Adjustment Grant (DEAAG) through the Office of the Governor, Texas Military Preparedness Commission; and WHEREAS NASJRB has requested that the City apply for DEAAG in the amount of $5 million to be matched by $1.2 million in Department of Defense funds and $1.2 million in City funds for the renovation of the service building; and WHEREAS the provision of family life and education services for Fort Worth residents and veterans is a valid public purpose for the use of City funds; and WHEREAS the City desires to partner with NASJRB as a military -friendly community; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: The City Manager is authorized to apply for DEAAG in the amount of $5 million and to commit a local match of $1.2 million in City funds, to be matched by $1.2 million on Department of Defense funds for renovation of the service building.
