With a quorum of the City Council Members present, Mayor Price called the regular
session of the Fort Worth City Council to order at 7:02 p.m. on Tuesday, October 27,
2020, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

Mr. Richard Zavala, Park and Recreation Department, appeared before Council and
introduced Mr. Dan Villegas, Chair for the Park and Recreation Advisory Board. Mr.
Villegas gave a brief presentation on the board's annual report.

Moon, that Resolution No. 5295-10-2020 be adopted. Motion passed 9-0.

1. M&C 20-0807 (ALL) Authorize Acceptance of a Donation of $1,000.00 from
Carollo Engineers, Inc. for Use by the Utility Bill Assistance Program and Adopt
Appropriation Ordinance
Motion: Council Member Shingleton made a motion, seconded by Council
Member Byrd, that M&C 20-0807 be approved and Appropriation
Ordinance No. 24513-10-2020 be adopted. Motion passed 9-0.

1. M&C 20-0798 (CD 5 and CD 8) Adopt Resolution Authorizing Condemnation by
Eminent Domain to Acquire 0.092 Acres for a Permanent Sewer Easement
and 0.367 Acres for a Temporary Construction Easement from Improved
Property Owned by the Estate of Barbara J. Archer, Located South of the
Intersection of South Loop 820 and Kennedale Parkway in a Portion of Lot 39,
Block 1 of Oak Crest Addition, Tarrant County, Texas, for the Lake Arlington
Force Main and Lift Station Project
Motion: Council Member Shingleton made a motion, seconded by Mayor Pro
tem Jordan, that M&C 20-0798 be approved and Resolution No.
5296-10-2020 be adopted authorizing use of the power of eminent
domain to acquire 0.092 acres for a permanent sewer easement and
0.367 acres for a temporary construction easement from improved
property owned by the Estate of Barbara J. Archer. The property is
needed for the Lake Arlington Lift Station and Force Main project, a
public use that will construct public sewer improvements to increase
conveyance capacity necessary to handle projected growth within the
Village Creek Wastewater Basin. The property is located in the Oak
Crest Addition, Block 39, Lot 1, in the David Strickland Survey and the
Shelby County School Land Survey in the city of Kennedale, Tarrant
County, Texas. The property interests to be acquired are described by
metes and bounds and depicted by survey exhibits attached to this
Mayor and Council Communication. Motion passed 9-0.

1. M&C 20-0697 (CD 3) Authorize Execution of a Five -Year Tax Abatement
Agreement with Taylor Hurd Taylor Jr. and Shavina Desha Taylor for
the Construction of a Single -Family Dwelling of Approximately 1,929 Square Feet
and Having a Cost of at Least $342,772.00 on Property Located at 5112 Bonnell
Avenue, in the Como Neighborhood and Within Neighborhood Empowerment
Zone and Reinvestment Zone Area Three (Continued from a Previous Meeting)
Motion: Council Member Byrd made a motion, seconded by Mayor Pro tem
Jordan, that M&C 20-0697 be approved. Motion passed 9-0.
