HomeMy WebLinkAbout(0075) M&C 20-0819City of Fort Worth, Texas Mayor and Council Communication DATE: 11/10/20 M&C FILE NUMBER: M&C 20-0819 LOG NAME: 06MTP UPDATE SUBJECT (ALL) Adopt Ordinance Amending the Master Thoroughfare Plan to Make Minor Updates Affecting Certain Thoroughfares and Collector Roadways RECOMMENDATION: It is recommended by the City Plan Commission that the City Council adopt the attached ordinance amending the Master Thoroughfare Plan to make minor updates affecting certain thoroughfares and collector roadways. DISCUSSION: On May 3, 2016, City Council adopted M&C G-18729, an ordinance to adopt the 2016 Master Thoroughfare Plan and consider the need for an update of all or part of the Plan in five years or fewer. In August of 2019, City staff began a process to complete a minor update of the Master Thoroughfare Plan. The Master Thoroughfare Plan (MTP) is the long-range plan for major roadways in the city of Fort Worth. This minor update will bring the MTP in conformance with previously adopted planning documents and policies such as the Transportation Engineering Manual, Access Management Policy, and the Active Transportation Plan. Included in this minor update are recommendations for future grade -separated high -volume thoroughfares at railroad crossings, additional flexibility in constructing collector roadways, and adjustments to alignments and rights -of -way on selected thoroughfares. Staff coordinated with stakeholder groups during the development of the proposed minor update, including the Development Advisory Committee, Tarrant County, and adjacent cities. The Infrastructure and Transportation Committee was briefed in September of 2019 and the City Plan Commission unanimously recommended approval to the City Council at their September 23, 2020 meeting. The Development Advisory Committee was briefed in June and August of 2020. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
