(ALL) Authorize a One -Time Purchase Agreement with Tactical Support Equipment, Inc., in an Amount Up to $605,100.00 for Radio Frequency
Directional Equipment for the Fort Worth Police Department
RECOMMENDATION:
It is recommended that the City Council authorize a one time purchase agreement with Tactical Support Equipment, Inc., in an amount up to
$605,100.00 for radio frequency directional equipment for the Fort Worth Police Department.
DISCUSSION:
The Information Technology Solutions Department approached the Purchasing Division on behalf of the Fort Worth Police Department to
purchase radio frequency directional equipment. The Police Department will utilize the equipment in conjunction with information obtained by legal
demand to locate wireless devices in violent felony charges, as well as, suicidal and homicidal persons throughout the region. Furthermore, the
equipment will aid in the invesitagions at the local, state and federal levels. As technology changes through time, the ability to locate devices also
change, therefore the need to update equipment changes. These radios are software defined to specifically locate cellular devices.
On July 22, 2020 a Request for Proposal (RFP) was issued and advertised in the Fort Worth Star -Telegram on July 22, 29 and August 5, 2020.
Eighteen vendors were also solicited from the purchasing system database. On July 28, 2020 the Purchasing Division hosted a pre -bid
conference via webex to address any questions or concerns that vendors may have before preparing their proposal. On August 6 2020, the RFP
closed with two vendors having responded.
An evaluation panel consisting of five members evaluated each response according to predetermined criteria. Along with the Purchasing
Division, it was determined that Tactical Support Equipment, Inc., will be the best value for the City based upon the scores from all criteria and that
the proposal was fair and reasonable. As a result, the Purchasing Divison recommends City Council to award a one time purchase agreement
with Tactical Support Equipment, Inc.
M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the
M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or
supplier opportunities are negligible.
The agreement will be for a one time purchase.
This project will serve ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the ITS Capital Fund for the
FY20 Intel Radio Surveillance project to support the approval of the above recommendation and authorization of the purchase agreement. Prior to
any expenditure being incurred, the Information Technology Solutions and Police Department have the responsibility to validate the availability of
funds.
