HomeMy WebLinkAboutOrdinance 16852-03-2006Ordinance Na. 1 fifi52-03-200b AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUND IN THE AMOUNT OF $20,102 FROM AVAILABLE FUNbS, FOR THE PURPOSE OF FUNDING A CONTRACT WITH INTERCOM CONSTRUCTION COMPANY, INC, FOR AS81=ST05 ABATEMENT ANb DEMOLITION SERVECES FOR THE FIRE STATION NO. 8 PROJECT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANGES 1N CONFLICT HEREWITH; ANIO PROVIL7ING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated io the various City departments for Fisca[ Year 2005- 2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Environments! Management Fund in the amount of $20,102 from available funds for the purpose of funding a contract with Intercon Construction Company, Inc. far asbestos abatement and demolition services for the Fire Station No. 8 project. SECTION 2. That should any porkion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining provisions shalt be and remain in full farce and efFect. SEGTION 3. That this ordinance shall be cumulative of Ordinance No. 96582 and ali ether ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the transfer of $20,102.00 from undesignated funds in the Environmental Management Operating Fund to the Environmental Management Project Fund; 2. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations in the Environmenta! Management Project Fund in the amount of $20,102.00; and 3. Authorize the City Manager to execute a contract with Intercon Construction Company, Inc., in an amount oat to exceed $32,145, for asbestos abatement and demolition services for the Fire Station No. 8 project. DISCUSSION: Under the recommended contract, Intercon Construction Company, Inc., will perform the removal and transportation of asbestos containing materials fram the existing Fire Station Na.8, Iota#ed at 1301 West Rosedale prier to demoiition. The fire stafion at this location is to be demolished because of the expansion of West Rosedale. The Fire Station is being relocated to a new facility at 1101 12th Avenue. A Request for Proposals was issued by the Department of Environmental Management on November 11, 2005. Responses were received on December 15, 2005 from the following firms: Intercon Construction Company, Inc. Eagle Construction and Environmental Services, L.P D Construction The proposals were evaluated based on apre-determined combination of qualitative and quantitative (bid point) measures. These measures included but were not limited to the evaluation of such factors as previous work experience, qualifications of personnel, contractor capabilities, cast and subcontractors. Based on the #otal point distribution of the measures, City staff is recommending the contract be awarded to Intercon Construction Company, Ine. In addition to the contract cost, funding in the amount of $957.00 is included for project contingencies. The proposed demolition will be a joint effort, with Environmental Management overseeing and funding the asbestos abatement and project contingency, in the amount of $20,102.00, and the Transportation and Public Works Department overseeing demolition services and the funding from the Fire Services Fund, in the amount of $13,000.00. Lognazx~e: S2ZNTERCONFZRE Page f of 2 Intercom Construction Company, Inc., is in compliance with the City's MNVBE Ordinance by committing to ~0% M/WBE participation. The City's goal for this project is 16%. Fire Station No. 8 is located in COUNCIL DISTRICT 9. FISCAL INFORMATIONfCERTiFiCATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budgets, as appropriated, of the lnuiranmental Management Fund and the Fire Services Fund.
