(CD 3) Authorize the Naming of a Newly Renovated Facility in Calmont Park to Rise Community Center
RECOMMENDATION:
It is recommended that the City Council authorize the naming of a newly renovated facility, located in Calmont Park, to Rise Community Center.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the naming of the newly renovated facility, located in Calmont Park,
to Rise Community Center.
On March 19, 2019 (M&C L-16192), City Council authorized acquisition of fee simple interest in approximately 5.033 acres of land, more or less,
and improvements, known as 8201 Calmont Avenue, Fort Worth, Texas 76116, Tarrant County, from the YMCA of Metropolitan Fort Worth (YMCA),
in the amount of $245,500.00 for a park and community center in west Fort Worth. Council subsequently authorized the dedication of 4.343 acres
of this land as Calmont Park, with the balance of land reserved for other use as determined by the City. City Council also authorized the City
Manager to negotiate and execute a Lease Agreement (City Secretary Contract No. 52145) with LVTRise, a non-profit corporation, for use of
improvements located on the new property, to provide programs and services that benefit the community. The facility formerly managed by the
YMCA will be managed by LVTRise to coordinate services such as education, social services, health and wellness programs to promote
economic development in the community and to area residents.
The LVTRise project is a cooperative effort by private companies, human service organizations and government agencies dedicated to improving
the lives of people living in the Las Vegas Trail area. Entities participating in the project are committed to providing resources and financial support
for LVTRise's program objectives that focus on education, public safety, delivery of social services, economic development, and health and
wellness. The LVTRise non-profit was incorporated in late 2018 to take the lead in implementing the project and providing programming.
In preparation of LVTRise programming at the new facility, Property Management secured professional services from RPGA Design Group,
Inc. (City Secretary Contract No. 52259) for design and construction document preparation for renovation of one of the two buildings remaining on
site.The Phase I improvements are scheduled to be completed in December 2020.
In May 2020, in an effort to rename the facility in correlation to the mission and goals of LVTRise, Inc. and to reflect the revival of the community, a
naming campaign was launched. A survey was conducted via internet on the LVTRise website and shared through the City of Fort Worth
Communications Offices. A total of three names were presented as options as well as an opportunity for suggestions: Western Hills, Las Vegas
Trail and Rise Community Center; 59 percent of the respondents selected the name Rise Community Center.
The new community center is located on public parkland and managed by LVTRise, Inc. through an agreement with the City managed by the
Neighborhood Services Department (NSD). The name selected is consistent with the Park & Recreation Department (PARD) Park and Facility
Naming Policy and City Council Resolution No. 725 (August 26, 1980). The PARD has no objections to the recommendation.
On September 30, 2020, the NSD issued public notice for comment on naming the facility formerly known as Westside YMCA to Rise Community
Center.
Calmont Park is located in COUNCIL DISTRICT 3
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity
