Ordinance Nn. 98853-03-2008 AN DRDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $16,608, SUBJECT TO RECEIPT OF THE COMMUNITY GRANT FROM THE NORTH TEXAS CLEAN AIR COMMISSION, FOR THE PURPOSE OF FUNDING "DRIVE LESS, BREATHE BETTER" BANNERS DURING THE 2006 AlR POLLUTION SEASON; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2006 and in the Budget of the Gity Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $18,808, subject to receipt of the Community Grant from the North Texas Clean Air Commission, for the purpose of funding "Drive Less, Breather Better" banners during the 2006 Air Pollution season. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in na way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining previsions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations arnending the sarne except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed, SECTION 4 This ordinance shall take effect upon adoption. Tuesday, March 2'I , 2006 LOG NAME: 52NCTCAG REFERENCE NO.; **C-21350 Sl1BJECT: Adopt Appropriation Ordinance and Approve Grant Application to North Texas Clean Air Coalition RECOMMEN©ATION: It is recommended that the City Council: Authorize the City Manager to submit a grant application to the North Texas Clean Air Coalition (NTCAC) for a Community Grant Program; 2. Authorize the City Manager to accept and execute the NTCAC grant contract, if awarded; and 3. Adopt the attached appropriation ordinance increasing estimate receipts and appropriations up to $18,608.00 in the Grants Funds, subject to receipt of the funds. DISCUSSION: The City of mart Worth received a North Texas Clean Air Coalition (NTCAC) Community Grant in 2004 to produce and display more than 400 air quality street banners throughout the 1=ort Worth area during the 2004 air pollution season (M&C G-14334, April 13, 2004). The banners were seen by approximately 700,000 commuters daily. Due to budget constraints, the city was not able to display the banners in 2005 except at the DFW Airport. Airport representatives graciously offered to continue the banner display at no charge. This regional partnership has enabled the city to keep the banners and the air quality message in front of more than 300,000 individuals per day during the 2005 air pollution season. The City of Fort Worth would like to display these effec#ive banners again in 2006. The new 8-hour attainment standard and the urgent need for voluntary actions by citizens has challenged the city to take action. The "Drive Less. Breathe Better" banners would be displayed in downtown Fort Worth where 50,000 commuters travel each day, along University Drive in Fort Worth where more than 180,000 citizens commute per day and along Hulen Street where more than half-a-million people commute and encounter traffic congestion. With the support of the DFW Airport, Fort Worth would also place banners at the DFW Airport entrance where an estimated 3DD,ODO vehicles pass per day. In addition, the banners would be displayed along Western Center Boulevard from Interstate 35 to Beach Street. This north Fort Worth location is an area of major development and increased commuter traffic where more than 20,D00 vehicles pass each day. The funding amount requested is $16,608.00. $16,160.00 will be used to install and remove 403 banners. $448 will be used for the annual storage cost of the banners.
