(ALL) Authorize Acceptance of a Sub -Award from the Texas State Library and Archives Commission in an Amount Up to $25,115.86, and Use of
Interest Earnings in an Amount Up to $1,000.00 for the Purchase of Library Materials and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of a sub -award from the Texas State Library and Archives Commission in the amount up to $25,115.86 for the
purchase of library materials;
2. Authorize the use of interest earnings in an amount up to $1,000.00 for the purchase of library materials; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund for a
total amount up to $26,115.86 upon receipt of the grant.
DISCUSSION:
The Institute of Museum and Library Services sub -award is funded by the Federal Library Services and Technology Act (LSTA) and administered
by the Texas State Library and Archives Commission (TSLAC). Through this annual process, the TSLAC has granted the Fort Worth Public
Library a $25,115.86 non-competitive sub -award based on the Library's participation in the Interlibrary Loan Cooperative Statewide Resource
Sharing Program. This program provides reciprocal borrowing services among libraries to fill requests for customers when desired materials are
not readily available in their local libraries. The amount of the sub -award is determined by a formula based on the number of items loaned from the
Fort Worth Public Library to other libraries during the State Fiscal Year 2020. Continued participation in the Interlibrary Loan Program and the
resulting annual sub -award are both benefits of maintaining the library's annual accreditation as a qualified member of the Texas Library System.
These grant funds will be used for the purpose of funding library materials in association with participation in the Interlibrary Loan Program. Grant
funds have been received in advance of expenditures. There are no indirect costs or matching requirements related to this sub -award.
This grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Library Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditures being incurred, the
Library Department has the responsibility to validate the availability of funds. This is an advance grant.
