the Amount of $6,931,513.00 which Includes $5,500,000.00 of Discretionary Funding, $150,000.00 for Non -Primary Entitlement Funding,
$693,151.00 for Cargo Entitlement Funding and $588,362.00 for the Coronavirus Aid, Relief and Economic Security Act Funding, and Adopt
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the Acceptance of the Fiscal Year 2020 Noise Mitigation Grant Agreement with the Federal Aviation Administration with an increased
award amount of $8,888,888.00 for Part 150 Noise Mitigation Efforts at Fort Worth Alliance Airport;
2. Ratify the acceptance of a grant award with the Federal Aviation Administration in the amount of $6,931,513.00, which includes
$5,500,000.00 of discretionary funding, $150,000.00 for non -primary entitlement funding, $693,151.00 for cargo entitlement funding and
$588,362.00 for the Coronavirus Aid, Relief and Economic Security Act funding; and
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Municipal Airport Grants Federal
Fund in the amount of $888,888.00.
DISCUSSION:
On May 5, 2020, Mayor and City Council (Council) approved via Mayor and Council Communication (M&C) 20-0300 and M&C 20-0303, the
application for and acceptance of grants from the Federal Aviation Administration (FAA) for projects at Fort Worth Alliance Airport (Airport). The
above M&C's were approved by City Council with the assumption a required ten percent matching funds would be provided by the City of Fort
Worth (City). However, due to the Coronavirus Aid, Relief and Economic Security (CARES Act) signed into law on March 27, 2020, the FAA
provided notice to the City that for all FAA Airport Improvement Program (AIP) grants, including discretionary and entitlement funding for Fiscal
Year 2020, no match funding would be required from the City. The purpose of this M&C is to correct the amounts that were initially presented to
Council for the award of these grant agreements and to make the necessary change to appropriations in the Municipal Airport Grants Federal
Fund.
Noise Mitigation Grant:
On May 5, 2020, M&C 20-0303, authorized the execution of an agreement in an amount up to $8,000,000.00 for Part 150 Noise Mitigation Efforts
at the Airport, and to authorize the use of land credits in an amount up to $888,889.00 for the City's in -kind local match, for a total of
$8,888,889.00.
On September 3, 2020, the FAA presented the City with a grant agreement in the amount of $8,888,888.00 for the Noise Mitigation project at the
Airport, in which the total grant will be paid at 100% of the federal share, and no land credits for the City's match is required due to the CARES Act.
The original appropriation ordinance (AO) increased the estimated receipts and appropriations by $8,000,000.00 in grant funding and by
$888,889.00 in land credits for the City's match. Therefore, the City is requesting Council action to ratify acceptance of the grant award for
$8,888,888.00 and request a new AO allowing for the additional $888,888.00 to come from the grant award itself and not land credits.
Entitlement Grant and Discretionary Grant for Taxiway Papa:
On May 5, 2020, Council authorized via M&C 20-0300 the application for and acceptance of an entitlement grant from the FAA in an amount up to
$1,250,000.00 for airport lighting and pavement improvements, updated Airport Layout Plan (ALP), extension of Taxiway Papa and program
management services, and to authorize the use of land credits in an amount up to $138,889.00 for the City's in -kind local match, for a total of
$1, 388, 889.00.
On May 17, 2020, Council authorized via M&C 20-0341 the application for and acceptance of a discretionary grant from the FAA in an amount up
to $7,000,000.00 for the extension of Taxiway Papa.
On September 9, 2020, the FAA offered the City one grant agreement in the amount of $6,931,513.00, which consisted of both the discretionary
($5,500,000.00) and entitlement ($843,151.00) funding described in M&C 20-0300 and M&C 20-0341, as well as funds from the CARES Act
($588,362.00). The amount of the grant will be paid at 100% of the federal share, and no land credits will be used for the City match due to the
CARES Act.
Further, because the two grant applications were combined into one award document by the FAA, staff is requesting that Council ratify the
acceptance of one grant agreement combining FAA entitlement and discretionary funding under the AIP for a total amount of $6,931,513.00.
Since no City salaries will be charged to these grants, indirect cost recovery does not apply.
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
