(CD 7) Authorize the Amounts of $3,898,500.00 and Up to $421,100.00 for Drainage Improvement Projects in Central Arlington Heights, Adopt
Appropriation Ordinances and Amend the FY2021-2025 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Drainage Improvement Projects programmable
project (City Project No. P00043) in the amount of $3,898,500.00 for use in Central Arlington Heights, from available funds in the Stormwater
Capital Projects Fund;
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Developing Central Arlington Heights Historic
Preservation project (City Project No. 102742) by an amount up to $421,100.00, from available funds in the Stormwater Capital Projects
Fund; and
3. Amend the FY2021-2025 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to move Stormwater capital project funding earmarked for the Central Arlington
Heights Voluntary Acquisition project (City Project No. 101262) into the appropriate budget line items.
City Council previously approved the voluntary acquisition of nine properties for this project. Two additional properties are planned for voluntary
acquisition later this year, primarily funded by Federal Emergency Management Administration grant funding.
Ten of the eleven flood prone homes acquired through voluntary acquisition are considered to be historic resources due to the age of the homes
and location within the Hill Crest Conservation District so this project requires mitigation for impacts to historic resources. The mitigation cost of
up to $421,100.00 was determined in coordination with the City's Historic Preservation Officer (HPO) and is based on the number of homes that
could potentially be removed. The Developing Central Arlington Heights (Dev-CAH) Historic Preservation project (City Project No. 102742) is
being set up as an independent project so the HPO can manage and utilize the funding over time for site specific, community, and citywide historic
mitigation measures.
The Central Arlington Heights Voluntary Acquisition project is one of multiple sub -projects programmed in the Drainage Improvement project line
item in the Stormwater Capital Improvement Program (CIP). This M&C will transfer $3,898,500.00 from the Stormwater Capital Projects Fund
previously designated for the Central Arlington Heights Voluntary Acquisition project to the Drainage Improvements project line item. The
Drainage Improvements project line item was funded at $1,806,315.00 in the FY2021-2025 Stormwater Capital Improvement Program. This
action will amend the 2021-2025 Capital Improvement Plan as approved in connection with Ordinance 24446-09-2020.

The Drainage Improvement projects are located in ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the UNSPEC project within the Stormwater Capital Projects Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Stormwater Capital
Projects Fund for the Drainage Improvement Projects programmable project and the DEV-CAH Historic Preservation project. Prior to an
expenditure being incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
