AN ORDINANCE ADOPTING A REVISION TO THE 2016 MASTER
THOROUGHFARE PLAN, PROVIDING THAT THIS ORDINANCE
IS CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, in May 2016, the City Council adopted a comprehensive update of
the Fort Worth Master Thoroughfare Plan (MTP) with a recommendation to revise in five
to seven years; and
WHEREAS, the MTP is a living document and it is advisable to revise the MTP
in order to stay current with plans and policies that were adopted by City Council since
adoption of the 2016 MTP such as, the Access Management Policy and Collector Network
Guidelines, Transportation Engineering Manual, and the Active Transportation Plan; and
WHEREAS, after MTP adoption, there were amendments and revisions to the plan
with new development in the City of Fort Worth and the extraterritorial jurisdiction (ETJ);
and
WHEREAS, a need was identified to provide clarity to the waiver and amendment
processes as well as allowing for more context sensitive and flexible collector roadways;
and
WHEREAS, the revised MTP includes planning for railroad grade separations at
future high -volume roadways, which is necessary to retain future thoroughfare capacity;
and
WHEREAS, the revised MTP included coordination with property owners, Tarrant
County, and the Development Advisory Committee; and
WHEREAS, the City Plan Commission has reviewed the proposed revision and
recommended approval of the revision to the 2016 Master Thoroughfare Plan at its public
hearing held on September 23, 2020.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:

SECTION 1.
The Revision to the 2016 Master Thoroughfare Plan is hereby adopted, as set forth
in Exhibit "A" attached hereto and incorporated herein and incorporated by reference
into the adopted Comprehensive Plan.
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the Code
of the City of Fort Worth, Texas (2015), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 4.
This ordinance shall take effect upon adoption.
