HomeMy WebLinkAbout2020/11/17-Attachments-M&C 20-0854City of Fort Worth, Texas Mayor and Council Communication DATE: 11/17/20 M&C FILE NUMBER: M&C 20-0854 LOG NAME: 55AFW TAXIWAY PAPA EXTENSION PHASE II DESIGN SUBJECT (CD 7) Authorize the Execution of an Engineering Services Agreement with Jacobs Engineering Group, Inc. in the Amount of $323,270.85 for Design and Bidding Support Services for Phase II of the Taxiway Papa Extension Project at Fort Worth Alliance Airport RECOMMENDATION: It is recommended that the City Council authorize the execution of an engineering services agreement with Jacobs Engineering Group, Inc. in the amount of $323,270.85 for design and bidding support services for Phase II of the Taxiway Papa Extension project at Fort Worth Alliance Airport (City Project No. 103000). DISCUSSION: The Aviation Department is seeking Council approval to authorize execution of an engineering services agreement with Jacobs Engineering Group, Inc (Jacobs) in the amount of $323,270.85 for design and bidding support services for Phase II of the Taxiway Papa Extension project (Project) at Fort Worth Alliance Airport (Airport). This Project is being funded with Federal Aviation Administration (FAA) grant funding. On April 15, 2020 and April 22, 2020, a Request for Qualifications (RFQ) was advertised in the Fort Worth Star -Telegram for noise mitigation measures, future grant related projects, and general airport engineering services at the Airport. On May 8, 2020, two statements of qualifications were received. After analyzing the submitted proposals in accordance with the City of Fort Worth (City) procedures, Jacobs was selected as the engineer for the Project. The location of this Project is on the west side of the Airport (see attached map), and will extend Taxiway Papa north from Taxiway Delta to Taxiway Foxtrot, as well provide connecting surfaces at Taxiways Delta, Echo and Foxtrot. An additional connecting surface will also be constructed between the runways at Taxiway Foxtrot to provide greater ease of access to tenants on the west side of the airport and allow for better overall operational efficiency. This Project provides additional public protection along the west perimeter of the Airport by providing a larger protection zone that will enhance the margin of safety on airport property ground in accordance with Federal Aviation Administration Advisory Circulars. Construction for Phase I of the larger Taxiway Papa Extension Project was previously bid out and awarded, and the remainder of the Taxiway Papa Extension Project has been divided into multiple phases to match available funding. Since no City salaries will be charged to this Project, indirect cost recovery does not apply Jacobs is in compliance with the City's DBE Program by committing to 27% DBE participation on this Project. The City's DBE goal on this project is 27%. ADVISORY BOARD APPROVAL - On May 21, 2020, the Aviation Advisory Board voted to recommend that the City Council approve the Aviation Department's 2021-2025 Capital Improvement Plan. The extension of Taxiway Papa was part of the approved plan. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current budget, as previously appropriated, in the Muni Airport Grants Federal Fund for the 55AFW Taxiway Papa Ext Phase 2 project to support the approval of the above recommendation and execution of an engineering services agreement.
