HomeMy WebLinkAbout2020/12/01-Attachments-M&C 20-0905City of Fort Worth, Mayor and DATE: 12/01 /20 Texas Council Communication LOG NAME: 60WSTRAVA7-KHA SUBJECT M&C FILE NUMBER: M&C 20-0905 (CD 2 and CD 9) Authorize Execution of Amendment No. 7 with Kimley-Horn and Associates, Inc., in the Amount Not to Exceed $523,400.00 for Design and Easement Documents Associated with Water and Sanitary Sewer Main Relocations for the Trinity River Vision - Central City Project and the Trinity Uptown Service Area Phase 7 RECOMMENDATION: It is recommended that the City Council authorize the execution of Amendment No. 7 in the amount not to exceed $523,400.00 to City Secretary Contract No. 37013, an engineering agreement with Kimley-Horn and Associates, Inc., for the Trinity River Vision - Central City project (City Project No. C00969) and the Trinity Uptown Service Area Phase 7. DISCUSSION: On April 15, 2008, Mayor and Concil Communication (M&C C-22765) the City Council authorized an engineering agreement in the amount of $2,533,113.00 for water and sanitary sewer main relocations for the Trinity River Vision - Central City project and the Trinity Uptown Service Area Phase 1. The engineering agreement was subsequently revised by Amendment No. 1 (M&C C-25303, November 15, 2011) in the amount of $1,580,000.00 to provide for Phase 2A, Amendment No. 2 (M&C C-26276, May 21, 2013) in the amount of $1,896,000.00 to provide for Phase 2B, Amendment No. 3 (M&C C-26838, June 10, 2014) in the amount of $1,736,800.00 to provide for Phase 3, Amendment No. 4 (M&C C-27628, February 16, 2016) in the amount of $1,596,900.00 to provide for Phase 4, Amendment No. 5 (M&C C-29040, February 12, 2019) in the amount of $589,800.00 to provide for Phase 5 and Amendment No. 6 (M&C 20-0139, March 3, 2020) in the amount of $556,900.00 to provide for Phase 6. This Amendment No. 7 allows Kimley-Horn and Associates, Inc., to commence with the necessary design work for Phase 7. The proposed scope of services includes design for the relocation of conflicting water and sanitary sewer mains to accommodate the United States Army Corps of Engineers (USAGE) Channel Segments A and D project, preparation of easement documents, design survey, permit acquisitions and design program management. Kimley-Horn and Associates, Inc., proposes to provide the necessary additional services for a fee not to exceed the amount of $523,400.00. Staff considers the fee to be fair and reasonable for the scope of services proposed. M/WBE OFFICE: Kimley-Horn and Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing to 29 percent M/WBE participation on this amendment. The City's M/WBE goal on this amendment is 25 percent. This project is located in COUNCIL DISTRICTS 2 and 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Water/Sewer Bond 2016 for the Trinity River Vision, Phase 1 project to support the approval of the above recommendation and execution of the amendment to the engineering agreement. Prior to any expenditure being incurred, the Water Department has the responsibility to validate the availability of funds.
