AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GFZANTS FUND IN THE AMOUNT OF E6,738,300.00, SUBJECT TO RECEIPT OF A
GRANT, FOR THE PURPOSE OF APPLYING FOR AND ACCEPTING, IF AWARDED,
THE GRANT FROM THE REGOVERY ACT: ENERGY EFFICIENTLY AND
CONSERVATION BLOCK GRANT FORMULA PROGRAM FROM THE UNITED STATES
DEPARTMENT OF ENERGY; PROVIDING FOR A SEVERABILITY CLAUSE: MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANGES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009, there
shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$8,738,300.OQ, subject to receipt of a grant, for the purpose of applying for and accepting, if awarded, the
grant from the Recovery Act: Energy Efficiently and Conservation Block Grant Formula Program from the
United States Department of Energy.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and aII other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a $6,738,300.00 Grant from the United
States Department of Energy through the Energy Efficiency and Gonservation Block Grant Formula
Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $6,738,300.00, subject to receipt of the grant.
DISCUSSION:
The American Recovery and Reinvestment Act of 2009 made available federal stimulus funds for qualified
and accepted projects. Under this Act, the Energy Efficiency and Conservation Block Grant Program
(EECBG} provides grants to U.S. local governments, states, territories and Indian tribes, to fund projects
that reduce energy use and fossil fuel emissions, and that improve energy efficiency. The EECBG
Program represents a federal priority to deploy the cheapest, cleanest and fastest energy sources.
A total of $6,738,300.00 is available via formula funding to the City of Fort Worth. The formula for
determining allocatiens to cities is based on two weighted fackors: resident and daytime (commuter)
population. The resident population Factor receives a weight of approximately 70 percent, and the daytime
population factor receives a weight of approximately 30 percent. This accounts for the energy use of these
populations.
