Authorize the execution of a contract in the amount of $4,331,111.50 with Reyes Group, Ltd. for round four of the Council District 9 Street Repair and Reconstruction Program and Near Southside Medical District Water and Sanitary Sewer Main Improvements project on various streets (City Project No's CO2389 and CO2445); and 2. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $2,914,116.00, transferred from available funds within the Water and Sewer Fund, for the Near Southside Medical District Water and Sanitary Sewer Main Improvements project (City Project No. CO2445). DISCUSSION: On December 3, 2019, (M&C 19-0347) the City Council adopted Resolution No. 5151-12-2019 authorizing execution of Amendment No. 1 to a funding agreement with Fort Worth South, Inc., for a revised total amount of $13,000,000.00 for Council District 9 Street Repair and Reconstruction Program projects (CSN 45858-A1). The Program leverages funds under a 50/50 funding partnership to address needed street repairs and improvements to facilitate redevelopment and revitalization in identified areas of the Near Southside District. Construction of rounds one and two of this project have been completed and round three is under construction. This Mayor and Council Communication is to authorize a construction contract for round four of the Council District 9 Street Repair and Reconstruction Program and Near Southside Medical District Water and Sanitary Sewer Main Improvements projects on the following streets: Street To From St Louis Avenue West Magnolia Avenue West Rosedale Street Oleander Street May Street St Louis Avenue May Street West Rosedale Street West Oleander Street Oak Grove Road West Magnolia Avenue West Rosedale Street Adams Street West Rosedale Street West Dashwood Street Washington Avenue West Rosedale Street West Dashwood Street Enderly Place West Allen Avenue West Myrtle Street 9th Avenue Cooper Street Pennsylvania Avenue East Annie Street Bryan Avenue Crawford Street Bryan Avenue East Pennsylvania Avenue Tucker Street Kentucky Avenue East Broadway Avenue East Vickery Boulevard Missouri Avenue Stella Street East Broadway Avenue East Broadway Avenue 1-35 Frontage Road Kentucky Avenue The Transportation and Public Works Department's share on this contract is $1,843,259.50 which is available in the Street Rehabilitation Fund and the TIRZ - General Capital Fund of the project (City Project No. CO2389). The Water Department's share on this contract of $2,487,852.00 will be available in the Water and Sewer Capital Projects Fund of the project (City Project No. CO2445). The project was advertised for bids October 15, 2020, and October 22, 2020, in the Fort Worth Star -Telegram. On November 12, 2020, the following bids were received: Bidders Amount Time of Completion Reyes Group, Ltd. $4,331,111.50 365 Calendar Days McClendon Construction Company, Inc. $4,578,843.45 Stabile & Winn, Inc. $5,007,696.30 Jackson Construction, Ltd. $5,761,886.00 In addition to the contract cost of $827,069.00 (Water: $258,266.00; Sewer: $82,181.00; TPW: $486,622.00) is required for project management, inspection, and material testing and $270,143.00 (Water: $57,864.00; Sewer: $27,953.00; TPW: $184,326.00) is provided for project contingency. Upon completion of this capital project, it is anticipated that there will be no impact on Transportation and Public Works annual operation budget and no impact to the Water Department's operating budget. Construction is expected to start in February, 2021 and be completed by March, 2022. Additionally, Reyes Group, Ltd. is a certified M/WBE firm. This project is located in COUNCIL DISTRICTS 8 and 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Water & Sewer Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, in the W&S Capital Projects Fund for the Near South Side Med. Dist. W S project. Prior to any expenditure being incurred, the Transportation & Public Works and Water Department has the responsibility to validate the availability of funds.
