(CD 7) Authorize Execution of a Contract with Jackson Construction Ltd. in the Amount of $3,378,635.75 for Construction of an Extension of
Westport Parkway from Alta Vista Road to Keller Haslet Road (2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of a contract with Jackson Construction Ltd. in the amount of $3,378,635.75 for the Extension of Westport Parkway from
Alta Vista Road to Keller Haslet Road project (City Project No. 101019); and
2. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the Water and Sewer Capital Projects Fund in the
amount of $457,966.00 transferred from available funds within the Water and Sewer Fund, for the purpose of funding the Extension of
Westport Parkway from Alta Vista Road to Keller Haslet Road project.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of a contract for construction of a roadway segment of
Westport Parkway extending from the roundabout at Alta Vista Road on the east to the roundabout at Keller Haslet on the west. The project scope
for this construction contract includes construction of a new four lane divided concrete roadway, street lighting, shared paths, water, sewer and
drainage.

The project was advertised for bid on September 10, 2020 and September 17, 2020 in the Fort Worth Star -Telegram. On October 8, 2020, the

The Transportation and Public Works Department's share on this contract is $2,990,879.75. The paving funds for this project are included in the
2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt
associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official intent to
reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018) and subsequent actions taken
by the Mayor and Council.
The Water Department's share on this contract is $387,756.00 and will be available in the Water and Sewer Capital Projects Fund for the project
(City Project No. 101019).
In addition to the contract amount, $932,833.00 (Water: $47,613.00, Sewer: $2,715.00, Paving: $794,255.00, Storm Drain: $88,250) is required
for project management, material testing and inspection and $484,199.00 (Water: $18,894.00, Sewer: $988.00, Paving: $417,886.00, Storm
Drain: $46,431.00) is provided for project contingencies.
This project will have no impact on the Transportation & Public Works annual operation budget when completed. Construction is expected to start
in February, 2021.
M/WBE OFFICE — Jackson Construction Ltd. is in compliance with the City's BDE Ordinance by committing to 4% MBE participation on this
project. Jackson Construction, Ltd. identified several subcontracting and supplier opportunities. However, the firms contacted in the areas
identified did not respond or did not submit the lowest bids. The City's MBE goal on this project is 14%.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget of the Water & Sewer Fund and upon the approval of the
above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as
appropriated, in the W&S Capital Projects Fund and previously appropriated in the 2018 Bond Program Fund, the Transportation Impact Fee Cap
and Trans Impact Fee Cap Legacy Funds for the Beach at Westport project to support the approval of the above recommendations and execution
of the contract. Prior to any expenditure being incurred, the Transportation & Public Works and Water Departments have the responsibility to
validate the availability of funds.
