CALL TO ORDER
With a quorum of the City Council Members present, Mayor Pro tem Jordan called the
Special -Called session of the Fort Worth City Council to order at 2:38 p.m. on
Wednesday, April 29, 2020, in the City Council Chamber of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
The invocation was provided by Mr. T.J. Patterson, Elm Grove Missionary Baptist
Church.
The Pledges of Allegiance to the United States of America and the State of Texas were
recited.
Ms. Jeralynn Jackee Cox, 6212 Redderson Drive, appeared before Council via
conference call in opposition to the resolution.
The following individuals appeared before Council via conference call undecided relative
to M&C 20-0263:

Mr. Lawrence Walker, 2717 East Vickery Boulevard, completed a comment card in
support of M&C 20-0263.
The following individuals appeared before Council via conference call undecided relative
to the ordinance:

RESOLUTION
1. 20-0729 Continuation of Seventh Declaration of Public Health Emergency
City Attorney Sarah Fullenwider appeared before Council and provided a staff
report.
Police Chief Edwin Kraus appeared before Council and provided clarification
relative to Class C Misdemeanor tickets.
Motion: Council Member Shingleton made a motion, seconded by Council Member
Flores, to adopt Resolution No. 5216-04-2020 with the following
amendments: The Resolution will continue the state of disaster, supersede
the rules of the 7th Amended Declaration, adopt the Governor's current and
future orders related to the COVID-19 disaster, and provide that any
violation thereof may be a Class C Misdemeanor. Motion passed 7-2,
Council Members Bivens and Allen Gray casting the dissenting votes.
REPORT OF THE CITY MANAGER
A. Update on Response and Future Actions Related to COVID-19 - CARES Act Update
City Manager David Cooke, Mr. Reginald Zeno, Financial Management Services
Department, Mr. Victor Turner, Neighborhood Services Department, and Mr. Robert
Sturns, Economic Development Department, provided an update on response and
future actions related to the current COVID-19 - CARES Act situation in the City of
Fort Worth.

B. General
M&C 20-0263 Accept the CARES Act Title V Award from the U.S. Department
of the Treasury in the Amount of $158,715,568.30 and Adopt Ordinances to
Increase Estimated Receipts and Appropriations in the Grants Operating Federal
Fund in the Amount of $48,000,000.00 and in the Grants Operating Other Fund in
the Amount of $2,000,000.00 for Disaster Response Expenses Related to the
COVID-19 Virus (ALL COUNCIL DISTRICTS)
Motion: Council Member Moon made a motion, seconded by Council Member
Bivens, that M&C 20-0263 be approved and Appropriation Ordinance
Nos. 24164-04-2020 and 24165-04-2020 be adopted. Motion passed
9-0.
ORDINANCE
1. 20-0730 Amending Section 2-9 of the City Code to Authorize the City Manager to
Execute any Contracts or Other Legal Instruments Necessary to Provide Public
Assistance from Funds Available Under the Coronavirus Aid, Relief, and Economic
Security (Cares) Act, As may be Amended; Providing that this Ordinance shall be
Cumulative of All Ordinances; Providing a Severability Clause; Providing a Savings
Clause; and Providing an Effective Date.
Deputy City Attorney Peter Vaky appeared before Council and provided a staff
report.
Motion: Council Member Shingleton made a motion, seconded by Council Member
Moon, that Ordinance No. 24166-04-2020 be adopted. Motion passed 9-0.
There being no further business, Mayor Pro tem Jordan adjourned the meeting at 4:04
p.m.
