Ordinance No. 16866-03-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORT GRANTS FUND IN THE AMOUNT OF $792,484.21, SUBJf=CT TO RECEIPT OF THE GRANT FROM TWE FEDERAL AVIATION ADMINISTRATION, FOR THE PURPOSE OF FUNDfNG THE DESIGN AND CONSTRUCTION OF VARIOUS IMPROVEMENTS, CONDUCT NOISE TESTING AND ANALYSIS, AND PURCHASE AN AIRCRAFT RESCUE FIREFIGHTING VEHICLE AT FORT WORTH ALLIANCE AIRPORT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2005- 2000 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airport Grants Fund in the amount of $792,484.21, subject to receipt of the grant from the Federal Aviation Administration, for the purpose of funding the design and construction of various improvements, conduct noise testing and analysis, and purchase an Aircraft Rescue Firefighting Vehicle at Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. That this ordinance shall be cumulative of Ordinance Nn. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Apply for and accept, if awarded, a grant from the Federal Aviation Administration (FAA} in the amount of $752,850 to design and construct various improvements, conduct noise testing and analysis, and purchase an Aircraft Rescue Firefighting Vehicle (ARFF) at Fart Werth Alliance Airport; 2. Authorize the use of land credits in the amount of $39,624.29 for the City's in-kind local match of 5% of the project cost; and 3. Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Airport Grants Fund by $792,484.21 subject to receipt of the grant. DISCUSSION: Each year Fart Worth Alliance Airport is eligible to receive Airport Cargo Entitlement and Non-Primary Airport money from the FAA. This is based on the amount of cargo activity from the previous calendar year and discretionary dollars available in the airport improvement program. The total amount of entitlement and non-primary airport money available to Alliance Airport this year is $752,850.00. Upon receipt of a grant from the FAA, this Airport Cargo Entitlement and Non- Primary Airport Money will be used far: • design and installation of a dedicated circuit and regulator for runway guard lights; • design of pavement rehabilitation (taxiway shoulders from taxiway "A" to taxiway "H"}; • construction of a precision obstacle free zone (POFZ) on runway 34R; • noise testing and analysis in conjunction with I=AA Part 150 Study; • purchase of Aircraft Rescue and Response Firefighting (ARFF) vehicle under phase ll of a multi-year grant.
