HomeMy WebLinkAbout(0078) M&C 20-0272 (2)City of Fort Worth, Texas Mayor and Council Communication DATE: 05/05/20 M&C FILE NUMBER: M&C 20-0272 LOG NAME: 13P20-0083 8 DUMP TRUCKS LSJ PMD SUBJECT Authorize the Purchase of Eight Dump Trucks from Rush Truck Centers of Texas, LP and Texas Kenworth Co., dba MHC Kenworth - Fort Worth, for a Combined Amount Up to $1,273,581.01, for the Water Department Through the Property Management Department (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize the purchase of eight dump trucks from Rush Truck Centers of Texas, LP and Texas Kenworth Co., dba MHC Kenworth - Fort Worth, for a combined amount up to $1,273,581.01, for the Water Department through the Property Management Department. DISCUSSION: The Property Management Department (PMD) approached the Purchasing Division for assistance with buying dump trucks for the Water Department that will be used to transport materials for street and water repairs. Purchasing issued an Invitation to Bid (ITB) consisting of detailed specifications as to the functionality, features and requirements for the new units. This bid was advertised in the Fort Worth Star -Telegram on February 19, 2020, February 26, 2020, March 4, 2020 and March 11, 2020. Eight vendors were solicited from the purchasing vendor database. Three responses were received and one was deemed non responsive since they did not meet the requirement for the cowl mounted mirrors. Cowl mounted mirrors allow maximum visibility for safety when exiting the vehicle into traffic. Staff recommends awarding the purchase of one (1) 7 yard dump truck from Rush Truck Centers of Texas and seven (7) 12 yard dump trucks from MHC Kenworth in a combined amount up to $1,273,581.01. This combination represents the lowest cost for each model selected meeting all specifications. Staff certifies that the new units meet the required specification and are expected to operate satisfactorily during their service life. The warranty information, the manufacturer's Statement of Origin and the original sales invoice will accompany the new units upon acceptance and delivery to the Southside Service Facility at 4100 Columbus Trail. BID TABULATION- (see attached) TOTAL COST OF OWNERSHIP (TCO) - Over the service life of 10 years the total cost of ownership for dump trucks will be $1,918,366.80. PRICE ANALYSIS — The unit price is 10 percent lower than the unit prices for a similar purchase awarded in 2018 (M&C P-12280). Staff reviewed the proposed pricing and concluded that pricing offered by the recommended vendors is fair and reasonable. ADMINISTRATIVE CHANGE ORDER - An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. M/WBE OFFICE - M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BIDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.. The dump trucks will be delivered within 120 days after receipt of a purchase order. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Water & Sewer Capital Projects (W&S Capital Projects) Fund Water FY19 and Sewer FY19 Vehicles/Heavy Eqmt and Water FY20 and Sewer FY20 Vehicles/Heavy Eqmt projects to support the approval of the above recommendation and authorization of the purchase.
