APPROPRIATIONS IN THE AIRPORT GRANTS FUNK IN THE AMOUNT OF
$21,Q52,631, SUBJECT TO RECEIPT OF THE GRANT' FROM THE FEDERAL
AVIATION ADMINISTRATION, FOR THE PURPOSE Ot= FUNDING PHASE V€!
OF THE RUNWAY EXTENSION PROJECT AT FORT WORTH ALLIANCE
AIRPORT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; ANR PROVIRING AN EFFECTEVE RATE.
BE IT ORDAINEC) BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2DQ5-
20Q6 and in the Budget of the City Manager, there sha€I also be increased estimated receipts and
appropriations in the Airport Grants Fund in the amount of $21,052,631, subject to receipt of the
grant from the Federal Aviation Administration, for the purpose of funding Phase VII of the runway
extension project at Fort Worth Aliiance Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shat! in no way impair the remaining portions, sections, or parts of sections of Phis
ard'€nance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shalt be cumulative of Ordinance No. 18582 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance, if Awarded, a Grant from the Federal Aviation
Administration in an Amount up to $20,00O,OOp for Phase VII of the Runway Extension Project at
Fort Vllorth Alliance Airport and Adopt Appropriation Ordinance
RECOMMENDATIOIU:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, i# awarded, a grant from the Federal Aviation
Administration (FAA) in an amount up to $20,000,000 for Phase VII of the runway extension project at Fort
Worth Aliiance Airport;
2. Authorize the use of land credits in an amount up fn $1,052,631 for the City's in-kind local match of 5%
of the project cost; and
3. Adapt the appropriation ordinance increasing estimated receipts and appropriations in the Airport
Grants Fund by up to $21,052,631, subject to the receipt of the grant.
DISCUSSION:
Each year the City receives discretionary FAA funding far the runway extension project at Fort Worth
Alliance Airport. The amount of funding varies depending an the amount of discretionary funds available at
the end of the fiscal year. The FAA has advised the City to expect up to $20,000,000 this year and has
asked that a project application be submitted.
Phases 1 and II included the environmental assessment and initial land acquisition for the project, which are
now complete. Phases III and IV are the design, early earthwork, and infrastructure phases that will include
the design of FM 156, BNSF Railroad and Eagle Parkway relocations. Phases V and VI are comprised of
additional land acquisitions, design and construction.
Upon receipt of a grant from the FAA, the specific scope of work to be done under Phase V11 of the runway
extension project will be identified and amendment to the program management contract with Carter &
Burgess will be prepared and brought back to Council for approval. Remaining funds will be used for
construction.
Fart Worth Alliance Airport is located in COUNCIL DISTRICT 2.

FISCAL INFORMATIONICERTIFICATION:
The Finance Director certifies That upon approval of the above recommendations, receipt of the Grant
Award, and adoption of the attached appropriation ordinance, funds will be available in the current capital
budget, as appropriated, of the Airport Grants Fund.
