Engineering Design Services for Fire Station Park Phase I Development in an Amount Not to Exceed $124,828.00, for a Total Contract Value of
$134,828.00 (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 1 to City Secretary Contract No. 52234, an engineering
agreement with Pacheco Koch Consulting Engineers, Inc. to provide additional engineering design services for Fire Station Park Phase I
Development (City Secretary Contract No. 52234), in an amount not to exceed $ 124,828.00, for a total contract value of $134,828.00 (City Project
No. CO2638).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of Amendment No. 1 with Pacheco Koch Consulting
Engineers, Inc. (Pacheco Koch) to provide additional engineering design services for Fire Station Park Phase I Development (City Secretary
Contract No. 52234), in an amount not to exceed $124,828.00, for a total contract value of $134,828.00 (City Project No. CO2638).
Fire Station Park was dedicated in 1975 for the purpose of providing parkland for residents in the Southside and Fairmount neighborhoods. The
original 1.69 acres park dedication limited the level of programming opportunities. On August 30, 2016, the City Council authorized the acquisition
of approximately 1.35 acres of land located at 1616 Hemphill Street, for the expansion of Fire Station Park (M&C L-15946). This acquisition and
expansion of the park increased the programming options available to help meet the recreational needs in this sector of the City.
In 2018, the existing zoning of Fire Station Park was changed from C (medium density multifamily) to NS-T4 (Near South District). This zoning
change allows on -street parking adjacent to the site to be counted into total required parking quantities. A Fire Station Park Master Plan has been
prepared by consultant Project for Public Spaces and endorsed by the Park & Recreation Advisory Board on February 27, 2019. The City allocated
funding from Park Dedication Fees Funds to cover Phase I development of the site. The City also assumed the maintenance and operation of the
property.
Pacheco Koch has been under contract (City Secretary Contract No. 52234) since April 2019 providing preliminary engineering design services
for Fire Station Park Phase I Development.
In December 2019, the City and Near Southside, Inc. reached an agreement to increase the total construction budget of Phase I Development up
to $1,200,000.00. Near Southside, Inc. has committed to raise $600,000.00 for the project through private donations and other fundraising from
December 2019 to December 2020. A City contribution of $600,000.00 from Fort Worth Park Dedication Fee funds will be earmarked for this
project as 1:1 match in an effort to leverage Fire Station Park Phase I Development.
By this amendment, the project scope for Fire Station Park Phase I Development is expanded from preliminary engineering to 100% engineering
design of the newly acquired 1.35 acres and adjacent street and sidewalk improvement along W Maddox Ave and Hemphill St.
Pacheco Koch Consulting Engineers is in compliance with the City's BIDE Ordinance by committing to 13% SBE participation on this Amendment
No. 1. The City's goal on this Amendment is 7%. Additionally, Pacheco Koch Consulting Engineers is a certified M/WBE firm.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the PARD Dedication Fees
Fund Fire Station Park Expansion project to support the approval of the above recommendation and execution of the amendment. Prior to any
expenditure being incurred, the Park & Recreation Department has the responsibility to validate the availability of funds.
