(CD 8) Adopt Appropriation Ordinance for the East Rosedale Street Lights Project in the Amount of $265,660.14 for Construction, Project
Management, Inspection and Material Testing and Update the FY2020-2024 Capital Improvement Plan (2014 and 2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance adjusting appropriations in the 2018 Bond Program fund by
increasing appropriations in the East Rosedale Street Lights project (City Project No.102183) for the amount of $265,660.14 and decreasing
appropriations in the Street Lights programmable project (City Project No. PB0005) by the same amount.
DISCUSSION:
The street lights on E. Rosedale Street from IH 35W Northbound to US Business 287 were installed by the Texas Department of Transportation in
the roadway medians as a part of E. Rosedale corridor reconstruction project in 2015.
Since the installation of the street lights, the Transportation & Public Works Department (TPW) has recorded multiple street light poles knocked
down along the corridor. This raises safety concerns as parts of street along the corridor remain dark without proper lighting. To minimize the
replacement of the street lights it is recommending to relocate the street lights from the medians to the back of the curb on each side of the street
in a staggered pattern along the corridor.
The design was funded by remainder of 2014 Bond Program funds. On July 15, 2019, a professional service agreement was executed with LAN,
Inc. for the design and the final plans have been received for this project.
Additional funds are required for the construction phase of this project in which $265,660.14 will be used from the 2018 Bond Program Street
Lights programmable project funds for the street lights installation. This project is included in the 2014 and 2018 Bond Programs. Available
resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold,
bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part
of the ordinance canvassing the bond election (Ordinance Nos. 21241-05-2014 and 23209-05-2018) and subsequent actions taken by the Mayor
and Council.
Funding for this project was not included in the FY2020-2024 Capital Improvement Plan (CIP) because it was not a planned project when the CIP
was created. The action in this Mayor and Council Communication (M&C) will update the FY2020-2024 Capital Improvement Plan.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Street Lights programmable project within the 2018 Bond Program fund
and upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the 2018 Bond
Program fund for the E. Rosedale St Light project. Prior to an expenditure being incurred, the Transportation & Public Works Department has the
responsibility of verifying the availability of funds.
