RECOMMENDATION:
It is recommended that the City Council authorize execution of a contract with 2L Construction, L.L.C. in the amount of $743,878.64 for paving and
traffic signal improvements for Stayton Street at West 7th Street (City Project No. 101555)
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of a contract for paving and traffic signal
improvements for Stayton Street at West 7th Street. This construction contract is an accelerated segment of the West 7th Street improvements.
The total overall project budget is $8,500,000.00, which includes planning, design, project administration, construction, inspection, testing, utility
relocations, and contingencies. The project scope for this construction contract includes the construction of a 2-lane street realignment immediately
south of West 7th Street and a traffic signal at Stayton Street and West 7th Street.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
This project is being funded by the 2018 Bond Program Fund as shown in the following table:

The project was advertised for bid on April 30, 2020 and May 7, 2020 in the Fort Worth Star -Telegram. On June 11, 2020, the following bids were

This project will have no impact on the Transportation & Public Works annual operation budget when completed. Construction is expected to start
in October 2020.
M/WBE OFFICE — 2L Construction, LLC is in compliance with the City's BDE Ordinance by committing to 12% MBE participation on this project.
The City's MBE goal on this project is 12%.
The project is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the 2018 Bond
Program fund for the West 7th St -Univ to Trinity R project to support the approval of the above recommendations and award of the contract. Prior
to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
