HomeMy WebLinkAboutOrdinance 16871-03-2006Ordinance No. 16871-03-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $44,208.76 AND THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $18,713 FROM AVAILABLE FUNbS FOR THE PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH BAIRD, HAMPTON, & BROWN, INC. FOR PAVEMI=NT RECONSTRUCTION AND WATER AND SANITARY SEWER MAIN REPLACI=MENT ON CLAIREMONT AVENUi= (EAST LANCASTER AVENUE TO HAWLET STREET), CHICAGO AVENUE (EAST LANCAST)=R AVENUi TO PANOLA AVENUE) AND EAST RAMSEY AVENUE (NEW YORK AVENUE TO BEVERLY AVENUE}; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONi=LIGT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City deparkments for Fiscai Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amount of $44,208.76 and the Sewer Capital Project Fund in the amount of $10,713 from available funds for the purpose of funding an engineering agreement with Baird, Hampton, & Brown, Inc. for pavement reconstruction and water and sanitary sewer main replacement on Clairemont Avenue {East Lancaster Avenue to Hawlet Street), Chicago Avenue (East Lancaster Avenue to Pannla Avenue) and East Ramsey Avenue {New York Avenue to Beverly Avenue), SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. Authorize the transfer of $54,921.76 from the Water and Sewer Operating Fund to the Water Capital Projects Fund in the amount of $44,208.76 and Sewer Capital Projects Fund in the amount of $10,713.00; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $44,208.76 and the Sewer Capital Projects Fund in the amount of $10,713.00, from available funds; and 3. Authorize the City Manager to execute an engineering agreement with Baird, Hampton & Brown, Inc., in the amount of $139,204.00 fnr pavement reconstruction and water and sanitary sewer main replacement on Clairemnnt Avenue (East Lancaster Avenue to Hawlet Street), Chicago Avenue (East Lancaster Avenue to Panola Avenue) and East Ramsey Avenue (New York Avenue to Beverly Avenue). DISCUSS!®N: The 2004 Capital improvement Program (CIP) includes funds fnr pavement reconstruction and the Water and Sewer Operating Fond includes funds for water and sanitary sewer main replacement on Ciairemont Avenue (East Lancaster Avenue to Hawlet Street ), Chicago Avenue {East Lancaster Avenue to Panola Avenue) and East Ramsey Avenue (New York Avenue to Beverly Avenue). This project consists of the preparation of plans and specifications for the replacement of water and sanitary sewer mains and pavement reconstruction an the above identified streets. Baird, Hampton & Brawn, Inc., proposes to perform the necessary design work for a Pump sum fee of $139,204.00. City Staff considers this fee to be fair and reasonable fior the scope of services proposed. In addition to the contract amount; $21,852.84 (water: $5,865.76; sewer: $2,145.00; and streets: $13,852.08) is required for project management by the Engineering Department. Baird, Hampton & Brown, Inc., is in compliance with the City's MIWBE Ordinance by committing to 22% MiWBE participation. The City's goal an the project is 18%. This project is located in COUNCIL DISTRICT 8, Mapsco 78H.
