HomeMy WebLinkAbout(0057) M&C 20-0600City of Fort Worth, Mayor and DATE: 08/25/20 Texas Council Communication LOG NAME: 60REJECT2018CIPYR2C18 SUBJECT M&C FILE NUMBER: M&C 20-0600 (CD 9) Authorize the Rejection of All Bids Received for Combined Street Paving Improvements, Storm Drain and Water and Sanitary Sewer Main Replacements for the 2018 Bond Year 2, Contract 18 Project RECOMMENDATION: It is recommended that the City Council authorize the rejection of all bids received for combined street paving improvements, storm drain and water and sanitary sewer main replacements for the 2018 Bond Year 2, Contract 18 project (City Project No. 101477). DISCUSSION: This project involves the construction of water, sanitary sewer, paving and storm drain improvements for the 2018 Bond Year 2 Contract 18 project located on James Avenue (W. Dickson Street to Bolt Street), James Avenue (Biddison Street to W. Butler Street), Hemphill Street (W. Boyce Avenue to W. Felix Street), Willing Avenue (W. Biddison Street to W. Dickson Street), W. Waggoman Street (Hemphill Street to College Avenue) and Livingston Avenue (W. Biddison Street to W. Dickson Street). The 2018 Bond Year 2, Contract 18 project was advertised for bid in the Fort Worth Star Telegram on June 11 and June 18, 2020. On July 16, 2020, the City of Fort Worth received the following bids for the construction of the project: Bidder IFBi7d Amount Reyes Group, Ltd. $7,900,361.50 Jackson Construction, Ltd $8,534,897.50 McClendon Construction, Inc. $8,620,457.00 Stabile & Winn, Inc. $9,055,289.00 The water component of the project includes the installation of a 24-inch water main while the paving component includes the construction of asphalt roadways. The apparent low bidder, Reyes Group, is not pre -qualified by the City to install 24-inch water mains nor to construct asphalt roadways. Therefore, Reyes Group's bid has been determined to be non -responsive to the contract documents and its bid was rejected. The bid submitted for the paving improvements, by the second, third and fourth low bidders, far exceed the funding available by the Transportation and Public Works Department for the paving improvements. Therefore, staff recommends rejection of all bids. If approved, staff will provide asphalt paving and concrete paving alternates in an attempt to attract additional bidders and re -advertise the project at a future date. This project is located in COUNCIL DISTRICT 9. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
