Boaz South Park and Provide for Additional Project Cost and Contingencies in the Amount of $112,157.00 for a Total Construction Cost of $1,255,247.33, Authorize Substantial Amendment to the City's 2012-2013 Housing and Urban Development Annual Action Plan and Substitution of Funding Years RECOMMENDATION: It is recommended that the City Council: 1. Authorize Substantial Amendment to the City's 2012-2013 Housing and Urban Development Annual Action Plan; 2. Authorize the substitution of current and prior funding years in order to meet commitment, disbursement and expenditure deadlines for grant funds from the United States Department of Housing and Urban Development; and 3. Authorize the execution of a contract with Northstar Construction, LLC, in the amount of $1,143,090.30 for construction and installation of capital improvements at Bunche Park, Capps Park, and Z. Boaz South Park. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the award and execution of a construction contract with Northstar Construction, LLC, in the amount of $1,143,090.30 for the construction of park improvements at Bunche Park, Capps Park, and Z. Boaz South Park. On April 23, 2019, the City entered into a professional service agreement with Pacheco Koch Consulting Engineers, Inc. (City Secretary No. 52214) in the amount of $48,500.00, for the engineering and design of Bunche Park improvements. On July 2, 2020, Amendment No. 1 (City Secretary No. 52214-A1) in the amount of $12,000.00 was executed for design of additional improvements to Bunche Park for a revised total agreement amount of $60,500.00. On April 23, 2019, the City entered into a professional service agreement with Pacheco Koch Consulting Engineers, Inc., (City Secretary No. 52213) in the amount of $68,300.00, for the engineering and design of Z. Boaz South Park improvements. On December 19, 2019, the City entered into a professional service agreement with Pacheco Koch Consulting Engineers, Inc., (City Secretary No. 53300) in the amount of $19,460.00, for the engineering and design of Capps Park improvements. On July 26, 2020, a public notice appeared in the Fort Worth Star -Telegram notifying the public that, in response to the bids received for construction of improvements at Capps Park, an additional $66,000.00 is needed to complete the project. A public comment period is being held from July 27 to August 25, 2020. These projects were grouped together for bidding and advertised for bids on May 14 and May 21, 2020, in the Fort Worth Star -Telegram and on the City's website. Capps Park improvements: installation of ADA access walks, security lighting, park benches replacements, picnic tables, BBQ grills, and an exercise equipment station. Z. Boaz South Park improvements: installation of playground equipment, picnic shelter, picnic tables, park benches, concrete loop trail, and an exercise equipment station. Alternate bid items -7 Unit #6 of the bid proposal for Capps Park includes: installation of multi -purpose court, sidewalk connection, additional park benches and additional exercise equipment for the station. FUNDING These projects will be funded through the grants from the Community Development Block Grant program and the City's Neighborhood Improvement Strategy for Stop Six area. As of June 30, 2020, the cumulative total of all previously approved FY2020 M&C's increased the department's estimated annual maintenance by an additional $302,643.00 beginning in FY2021. Bunche Park, Capps Park, and Z Boaz Park South is estimated to increase the department's annual maintenance by an additional $55,741.00 beginning in FY2021. The Housing and Urban Development Annual Action Plan funding years selected may vary and be substituted in order to expend oldest grant funds fi rst. Northstar Construction, LLC is in compliance with the City's BDE Ordinance by committing to 12% MBE participation on this project. The City's MBE goal on this project is 12%. Bunche Park is located in COUNCIL DISTRICT 5; Capps Park is located in COUNCIL DISTRICT 9; and Z. Boaz South Park is located in COUNCIL DISTRICT 3. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the Grants Operating Federal and the General Capital Projects Fund. Prior to expenditures being incurred, the Park & Recreation Department has the responsibility of verifying the availability of funds. This is a reimbursement grant.
