DISCUSSION: Crowley McCart Land Venture, LLC has initiated a request for a Master Thoroughfare Plan (MTP) amendment in anticipation of a preliminary plat submittal for the remaining phase of Rosemary Ridge, a single-family subdivision. The MTP amendment will remove a 1,005-foot long segment of a neighborhood connector [NCO-L2-TO-TWLT-PO-BOP (110)] from McCart Avenue to Crowley city limits. The intent is to replace the neighborhood connector with a local street, called Mountain Meadow Road. This road will extend into the City of Crowley, and will match the plans for a local street to serve a single-family subdivision in Crowley. The proposed amendment was reviewed by the Development Review Committee and the Transportation Planning Section in the Transportation Public Works Department. In addition, the amendment is supported by the City of Crowley. The City Plan Commission held a public hearing on the proposed MTP amendment (MT-20-001) on June 24, 2020. In conformance with the Subdivision Ordinance, property owners within 300 feet of the MTP waiver were notified of this request. Following the public hearing, the City Plan Commission recommended approval of the amendment to City Council. The MTP amendment is located in COUNCIL DISTRICT 6 A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that approval of this recommendation will have no material effect on City funds.
