Transportation Impact Fee Capital Legacy Fund and the Transportation Impact Fee Capital Fund for Westport Parkway (Alta Vista to Beach &
Keller Haslet) Improvements and Update the FY2020-2024 Capital Improvement Plan (2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Westport Parkway from Alta Vista
to Beach & Keller Haslet Improvements project by $3,100,000.00, from available funds in the Transportation Impact Fee Capital Legacy
Fund; and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Westport Parkway from Alta Vista
to Beach & Keller Haslet Improvements project by $400,000.00, from available funds in the Transportation Impact Fee Capital Fund.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt the attached appropriation ordinances to supplement existing funding in
the Westport Parkway from Alta Vista to Beach & Keller Haslet Road (City Project No. 101019) with additional Transportation Impact Fee Funds
and to update the FY2020-2024 Capital Improvement Plan (CIP).
Westport Parkway, within the project limits, is approximately 2,000 linear feet in length and is identified in the City's Master Thoroughfare Plan
(MTP) as a commercial connector with sidewalks. The proposed project will extend the existing Westport Parkway from the existing roundabout at
Alta Vista Rd southwest and connect to the new roundabout at Beach Street, creating a four -lane divided roadway, including drainage, street lights
and shared paths and a water line.
Current cost estimate for the Westport Parkway project is $7,000,000.00 with funding previously appropriated in the amount of $7,890,000.00, as
shown in the funding table below. This project is located within the Transportation Impact Fee Service Area A-11 and was identified as impact fee
eligible in the most recent transportation impact fee study. The additional impact fee funding will supplement existing funding for the project and will
allow reprogramming at a later date of an equal amount of the 2018 Bond funds currently in the project into other eligible projects.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018)
and subsequent actions taken by the Mayor and Council.
Transportation Impact Fee Funding for this project was not included in the FY2020-2024 Capital Improvement Plan. Due to a mid -year focus to
program and spend available and eligible Transportation Impact Fees, the action in this M&C will update the FY2020-2024 Capital Improvement
Plan.

The Westport Parkway project is in COUNCIL DISTRICT 7.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Service Area A -Transp Imp Fees project within the Transportation
Impact Fee Capital and Transportation Impact Fee Capital Legacy funds and upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the Transportation Impact Fee Capital and Transportation Impact Fee Capital Legacy
funds for the Beach at Westport project to support the approval of the above recommendation. Prior to an expenditure being incurred,
the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
