I'S*a RESPONDING TO CORONAVIRUS PANDEMIC
On August 25, 2020, the City Council approved M&C 20-0587 establishing a program to assist nonprofit organizations
through use of $4.2 million in federal Coronavirus Relief Funds (CRF) received through the Coronavirus Aid, Relief, and
Economic Security (CARES) Act. This program and funding are separate from the "Preserve the Fort Program" being
administered by the Economic Development Department, through which non-profit agencies may receive funding for
protective health measures such as PPE. This program, which is being administered by the Neighborhood Services
Department in collaboration with Tarrant County, is focused on agencies that provide direct services to the public.
Tarrant County received and referred approximately 116 applications to the City. For agencies serving only those living
within the City, funding would only come from the City. For most agencies serving a county -wide population inside and
outside city limits, the County will be requesting a 40% cost -share, unless a more appropriate cost allocation is feasible.
All costs must be incurred prior to December 30, 2020; therefore, contracts will be executed for a term ending on
December 15 to ensure timely submission of documentation.
Staff have reviewed the applications and are making funding recommendations on an ongoing basis for presentation to
the City Manager's office. In many instances, additional questions must be asked of the agencies in order to prepare
subrecipient contracts and ensure that necessary cost documentation and performance reports can be obtained. Youth
services and food pantry services are being prioritized during this review, as well as larger funding requests for ongoing
services. Smaller requests for reimbursement of prior expenses, and technology -related requests, are being given lower
priority at this stage of the review. To date, the agencies listed below have been approved by staff to be funded; some
have already been recommended for funding by Tarrant County.

• Providing services to meet basic needs, in particular, those related to food, housing, or other necessities and/or
• Providing services or goods to meet unanticipated public -health -related costs such as Personal Protective
Equipment or other protective health measures. [NOTE: Requests pertaining exclusively to this category will be
referred to the Economic Development Department in order to avoid duplication of benefits and maximize the
number of nonprofits assisted]
The following criteria are used for denial of proposals without consideration for award:
• Revenue replacement to make up for loss of income by the nonprofit
• Programs that do not provide direct assistance to individuals or households
• Applicant is unable to demonstrate adequate financial management or record keeping ability required for CRF
funding
• Duplication of benefits in violation of the Stafford Act
• Inability to document services are provided to City residents
Additional Informal Reports listing agencies anticipated to be funded will be provided regularly until all nonprofit
applications have been fully reviewed and necessary additional information obtained. All agencies participating in this
program, whether or not awarded CRF funding, will be referred to the Neighborhood Services Department's HUD grants
competitive Request for Proposal process for any upcoming CDBG or related allocations.
