(ALL) Adopt Semi -Annual Progress Reports from the Capital Improvements Advisory Committee for Transportation Impact Fees
RECOMMENDATION:
It is recommended that the City Council adopt the attached Progress Reports concerning the status of the Capital Improvements Plan for
Transportation Impact Fees from the Capital Improvements Advisory Committee.
DISCUSSION:
On May 13, 2008, the City Council adopted the Transportation Impact Fee Ordinance (No. 18083-05-2008). To comply with Texas Local
Government Code Section 395.058, the Capital Improvements Advisory Committee for Transportation Impact Fees (CIAC) has been appointed to
participate in the development and implementation of the Impact Fee Policy. The nine -member CIAC for Transportation Impact Fees is
responsible for assisting the City to comply with the requirements of the state law and consists of the regular members of the City of Fort Worth
Plan Commission, as follows:

The CIAC is responsible for reviewing the Land Use Assumptions and Capital Improvements Plan in the Transportation Impact Fee Study and
filing written comments with the City Council. It also has an ongoing responsibility to file semi-annual reports on the progress of the Capital
Improvements Plan, report any perceived inequities in implementing the plan or imposing the Impact Fee, and advise the City Council of the need
to update or revise the Land Use Assumptions, Capital Improvements Plan or Impact Fee.
The CIAC met on June 24, 2020 to review the status of the Transportation Impact Fee Program through May 31, 2020, and at that time adopted
the June 2020 Semi -Annual Progress Report. The CIAC met on December 4, 2020 to review the status of the Transportation Impact Fee Program
through October 31, 2020, and at that time adopted the December 2020 Semi -Annual Progress Report. The CIAC does not recommend any
changes to the Land Use Assumption or Capital Improvements Plan and recommends adoption of the attached progress reports.
In order to ensure an accurate record, the CIAC also submits the additional attached reports which may not have been previously presented. It is
staffs intent with this M&C to bring current the duties of the CIAC and staff.
Since the June 2020 CIAC report the City has received $8,314,667.36 and has appropriated $13,364,545.96 in Transportation Impact Fee funds.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that this action will have no material effect on City funds.
