Authorize the execution of a contract with McMahon Contracting, LP in the amount of $6,208,416.20 for traffic signal improvements and street reconstruction of the North Riverside Drive between Shiver Road and North Tarrant Parkway project; 2. Adopt the attached appropriation ordinance adjusting the receipts and appropriations in the Transportation Impact Fee Capital Fund by increasing receipts and appropriations in the North Riverside Drive from Shiver Road to North Tarrant Parkway project (City Project No. 100453) in the amount of $2,100,000.00 and by decreasing receipts in the Revenue - Service Area D - Transportation Impact Fees project (City Project No. UN9914) by the same amount; and 3. Amend the FY2021-2025 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize execution of a contract with McMahon Contracting, LP in the amount of $6,208,416.20 for traffic signal improvements and street reconstruction of the North Riverside Drive between Shiver Road and North Tarrant Parkway project (City Project No. 100453), and adopt an appropriation ordinance for the project in the amount of $2,100,000.00 from available funds in Service Area D within the Transportation Impact Fee Capital Fund. N Riverside Drive, within the project limits, is approximately 2,200 linear feet in length and is identified in the City's Master Thoroughfare Plan (MTP) as a neighborhood connector with shared use paths. The proposed project will reconstruct and add lanes to the divided roadway of N Riverside Drive south from the Shiver Rd roundabout to the N Tarrant Pkwy intersection, including street lighting, drainage and shared use paths and is the last phase in completing the reconstruction of N Riverside Drive. The project also includes reconstruction of the N Riverside Dr intersection with N Tarrant Pkwy including full signalization and accessible crosswalks. This project is located within the Transportation Impact Fee Service Area D (City Project No. UN9914) and was identified as impact fee eligible in the most recent transportation impact fee study. The additional impact fee funding will supplement existing funding for the project to be completed. The cost estimate for the N Riverside Drive from Shiver Rd to N Tarrant Parkway is about $7,150,000.00, with developer contribution funds previously appropriated in the amount of $6,400,000.00 in 2016. Cost increase requires additional funding due to inflation and greater than anticipated expenses to date. Funding for this project was not included in the FY2021-2025 Capital Improvement Program. Due to a mid -year focus to program and spend available and eligible Transportation Impact Fees. The action in this M&C will amend the FY2021-2025 Capital Improvement Program as approved in connection with Ordinance 24446-09-2020. Construction is expected to start in June, 2021. McMahon Contracting, LP is in compliance with the City's BDE Ordinance by committing to 14% MBE participation on this project. The City's MBE goal on this project is 14%. The project is located in COUNCIL DISTRICT 4. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Revenue- SA D-Transp Imp Fees project within the Transportation Impact Fee Cap Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Transportation Impact Fee Cap Fund for the N Riverside Dr(Shiver NT Pkwy) project to support the approval of the above recommendations and execution of the contract.
